RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-00997 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: The decoration he was awarded by the Federal Republic of Germany called the Schutzenschnur be upgraded from Bronze to Silber (Silver). APPLICANT CONTENDS THAT: The 14 Jun 86, memorandum from the USAFE/DP documented he is authorized to wear the Schutzenschnur, but incorrectly reflects he was awarded it in Bronze. The original German document awarding him the Schutzenschnur indicates he was awarded the decoration in Silver. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 10 Aug 67. Under Special Order PB-458, dated 1 Oct 85, the applicant was promoted to the grade of Master Sergeant (MSgt/E-7). Under Special Court-Martial Order No. 2, dated 15 Oct 87, the applicant was reduced in grade to Staff Sergeant (SSgt/E-5) and sentenced to four months confinement after being found guilty, at a court-martial, of larceny of numerous items of government property. On 31 Dec 87, the applicant retired in the grade of SSgt after serving 20 years, 1 month, and 27 days of active service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends denial indicating there is no evidence of an error or an injustice. A thorough review of the applicant’s official military personnel record did not verify award of the Schutzenschnur in Silver. The applicant submitted documentation indicating the Schutzenschnur in Silver was awarded to Chief Master Sergeant (E-9) Wilson, but the documentation did not include any social security number or first name which would confirm it was the applicant who received it. In addition, there is no documentation in his record verifying the applicant was promoted to the grade of E-9. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 31 Jul 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of AFPC/DPSID and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
