RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS. IN THE MATTER OF: DOCKET NUMBER: BC-2015-01059 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: He be awarded the Air Force Recognition Ribbon. By virtue of a separate DD Form 149 the applicant requests award of the Air Force Longevity Service Award. APPLICANT CONTENDS THAT: He should receive Air Force Recognition Ribbon since he was the Lance P. Sijan Leadership award winner for the period 1 Jul 84 – 30 Jun 85 for the 15th Air Base Wing. He should receive the Air Force Longevity Service Award since he served nearly 11 years on active duty. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 2 Jul 83, the applicant initially entered the Regular Air Force. According to the citation (undated) provided by the applicant he was selected as the Lance P. Sijan Leadership Award winner (Junior Officer Category) for the period 1 Jul 84 – 30 Jun 85 for the 15th Air Base Wing. On 30 Jun 94, the applicant was furnished an honorable discharge, and was credited with 10 years, 11 months, and 29 days of active service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the Air Force Recognition Ribbon indicating there is no evidence of an error or an injustice. The Air Force Recognition Ribbon was established on 10 Oct 80 to recognize individual recipients or members of small teams of Air Force-level special trophies and award. The ribbon is not awarded to Major Command, Field Operating Agency, or Direct Reporting Unit-level award winners, nominees to Air Force-level competitions, or members assigned to a unit when the unit receives a special award. The applicant provided an achievement Certificate awarding him the 15th Air Base Wing Lance P. Sijan Leadership Award (Junior Officer Category). This is a base level award and does not qualify for award of the Air Force Recognition Ribbon. Only the Air Force level winner of the Lance P. Sijan Leadership Award is authorized award of the Air Force Recognition Ribbon. Based on a review of the applicant's official military personnel record, it was determined the Air Force Longevity Service Award with one Bronze Oak Leaf Cluster (AFLSA w/l BOLC) should have been awarded for the applicant's service from Jul 83 to 30 Jun 94 and was not reflected in his records. Upon final board decision, administrative correction of the applicant's official military personnel record will be completed by AFPC/DPSOR: A complete copy of the AFPC/DPSID evaluation is at Exhibit C. AFPC/JA also reviewed the applicant’s request and concurred with the recommendation of AFPC/DPSID to deny the Air Force Recognition Ribbon but administratively correct the records to reflect award of the Air Force Longevity Service Award with one Bronze Oak Leaf Cluster (AFLSA w/l BOLC). A complete copy of the AFPC/JA evaluation is at Exhibit D. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 22 Dec 15 for review and comment within 30 days (Exhibit E). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice to award the Air Force Recognition Ribbon. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinions and recommendations of the Air Force offices of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. We do note that administrative action will be taken to correct the military personnel record of the applicant to award the Air Force Longevity Service Award with one Bronze Oak Leaf Cluster (AFLSA w/l BOLC). Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting relief beyond that rendered administratively.. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
