Her DD Form 214, Certificate of Release or Discharge from Active Duty, issued on 31 Mar 12, be corrected to reflect her service in Afghanistan, from 1 Nov 10 - 31 Jan 11. (Administratively Corrected) 2. She be awarded the following decorations and medals: a. Afghanistan Campaign Medal (AFgCM). (Administratively Corrected) b. The Air Force Expeditionary Service Ribbon (AFESR). (Administratively Corrected) c. The Air Force Overseas Ribbon - Short Tour. d. The Non-Article 5 North Atlantic Treaty Organization (NATO) Medal – International Security Assistance Force Afghanistan with “ISAF” Clasp (NATO-ISAF). (Administratively Corrected) APPLICANT CONTENDS THAT: The error was unjust due to an incorrect and erroneous filing in her Military Personnel Record (MPR) at the local Military Personnel Flight (MPF). A Memorandum for Record (MFR), “Tour of Duty with ISAF Joint Command, Kabul Afghanistan,” dated 31 Jan 11 and a MFR, Letter of Release from Theater, dated 31 Jan 11, were submitted to the local MPF at Ramstein AB, GE; however, they were not forwarded to the appropriate section for inclusion in her military records. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 26 Sep 89, the applicant initially entered the Regular Air Force. On 31 Mar 12, the applicant was relieved from active duty and retired, effective 1 Apr 12. She was credited with 22 years, 6 months, and 5 days of active service for retirement. On 20 Apr 15, AFPC/DPAPP notified the applicant that her request for service credit in Afghanistan had been administratively corrected and she was provided a “boots on ground” letter as verification. DPAPP also noted that specific locations are not annotated on members DD Form 214s. On 6 Oct 15, AFPC/DPSIDR recommended the applicant’s records be administratively corrected to include the following decorations and/or awards: • AFgCM w/lBSS • AFESR w/GB • NATO-ISAF AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the applicant request for The Air Force Overseas Ribbon - Short Tour. DPSID notes the applicant's 93 days of foreign service in Kabul, Afghanistan, does not meet the 181 consecutive days exception to policy required for short tour credit; therefore, rendering the applicant ineligible for award of the Air Force Overseas Ribbon - Short Tour. To grant relief would be contrary to the criteria established by DoDM 1348.33, Secretary of the Air Force, Chief of Staff, and/or the War Department. In addition, DPSID were able to determine the below Air Force Medals and/or Ribbons should have been awarded during the applicant's service from 26 Sep 89 to 31 Mar 12 and were not reflected in her records. Upon final board decision, administrative correction of the applicant's official military personnel record will be completed by AFPC/DPSOR: • AFgCM w/lBSS • AFESR w/GB • NATO-ISAF The complete DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 16 Nov 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice for award of the Air Force Overseas Ribbon - Short Tour. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, other than the aforementioned administrative relief, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this portion of the application. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
