2. The applicant requests correction of his military records to reflect promotion to pay grade E-5 effective 1 April 1997. He states, in effect, that because his promotion points were incorrectly entered into the Army’s promotion data base he was denied promotion to E-5 when he met the cut-off scores in April 1997. 3. Records available to the Board indicate the applicant entered active duty on 9 November 1990. He was promoted to pay grade E-5 in March 1996 and reduced to E-4 in June 1996. According to his commander the reduction was not recorded in the Army’s personnel data base until March 1997, after the applicant had been re-boarded for promotion to E-5. Apparently when the applicant’s promotion points were entered into the promotion data base they were rejected because the personnel data based already reflected him as serving in pay grade E-5, hence the score was not recorded. 4. As a result of the applicant’s appearance before the E-5 board in January 1997 he would have been eligible for promotion effective 1 April l997. Although he exceeded the announced cut-off score for April, he was not promoted because his score was rejected by the promotion data base. The score was reentered and he was eventually promoted effective 1 August 1997. 5. In processing this application an advisory opinion (COPY ATTACHED) was provided by the Promotion Branch at the Total Army Personnel Command. They recommended the applicant’s request be approved in view of the fact that his promotion information was not entered into the promotion data base in a timely manner. CONCLUSIONS: 1. The evidence confirms the applicant would have been promoted to pay grade E-5 effective 1 April 1997 if his promotion points had been properly entered and accepted by the Army’s promotion data base. 2. In the interest of justice the applicant should be promoted to pay grade E-5 effective 1 April 1997 with a concurrent date of rank and restoration of appropriate back pay and allowances. 3. In view of the foregoing it would be appropriate to correct the applicant’s record as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was promoted to pay grade E-5 effective 1 April 1997 with a concurrent date of rank and appropriate back pay and allowances.
