The Board considered the following evidence: Exhibit A - Application for correction of military records Exhibit B - Military Personnel Records (including advisory opinion, if any) FINDINGS: 1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations. 2. The applicant requests, in effect, that his “discharge certificate” be corrected to reflect a SSAN of and to show that he was discharged in pay grade E-4. 3. Records available to the Board indicate the applicant enlisted in the Army Reserve for a period of 8 years on 20 May 1985. His entire record, including his enlistment contract and a copy of his SSAN card, reflect a SSAN of . 4. On 3 April 1993 the applicant extended his 8-year service contact for a period of 6 months which established his scheduled separation date (ETS) as 19 November 1993. On 17 July 1993 he was advanced to pay grade E-4 and there is no indication he was ever reduced to a lower grade or that his promotion was invalidated or revoked. 5. On 12 January 1994 orders were published by the Special Operations Command at Fort Bragg, North Carolina honorably discharging the applicant from the USAR effective 19 November 1993, his established ETS date. Those orders incorrectly reflect that he was separated in pay grade E-3 with a SSAN of . Although the applicant’s records does not contain a copy of a “discharge certificate” and attempts to secure the document from the applicant were unsuccessful it is likely the error on his separation order was duplicated on his “discharge certificate” from the USAR. CONCLUSIONS: 1. The evidence confirms the applicant’s SSAN was vice and that he was serving in pay grade E-4 at the time of his discharge from the USAR in November 1993. 2. It is apparent that errors were made on the 12 January 1994 orders announcing his discharge and it is likely those errors were duplicated on his “discharge certificate” even though the Board was unable to secure a copy of that certificate. 3. In view of the foregoing, the applicant’s records should be corrected as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by amending the applicant’s 12 January 1994 separation order and issuing new separation documents reflecting a SSAN of and to show that he was serving in pay grade E-4 at the time of his discharge.
