THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his earlier request for constructive service credit for his Master Degree in Zoology. 2. The applicant states he received a Master of Science Degree in Zoology with an emphasis in Entomology. Entomology is listed as an eligible degree for constructive credit. His degree was completed prior to his commissioning as a Medical Service Corps (MSC) reserve officer on active duty and 4 years before he was again commissioned in 2002 as a Regular Army Medical Corps (MC) officer. The constructive credit is requested to be applied toward his commissioning as a Regular Army MC officer, not his MSC reserve officer commission. The university he attended did not offer Entomology degrees at that time. Zoology degrees were offered regardless of the emphasis of study. 3. The applicant provides his college transcripts; his Master of Science in Zoology diploma; and a 26-page manuscript of a journal article entitled, "Aquatic Insects of the Muddy River Drainage with Emphasis on Moapa Warm Springs, Nevada," with a cover letter accepting the article as his Master's thesis. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR2002075727 on 4 March 2003. 2. The applicant's Master's thesis is new evidence, and his contention his degree emphasis was in entomology is a new contention, which will be considered by the Board. 3. The applicant attended Brigham Young University for his Master's Degree. His transcripts show his thesis and his departmental examination were completed during the spring term of 1998. 4. On 27 May 1998, the applicant was commissioned a second lieutenant in the MSC, U. S. Army Reserve and entered active duty on 28 June 1998 to attend the officer basic course and medical school. 5. On 13 August 1998, the applicant was awarded his Master of Science in Zoology diploma. 6. On or about 18 May 2002, the applicant completed medical school. On or about 19 May 2002, he was assigned to Tripler Army Medical Center as a Pediatric intern. On 8 July 2002, he was appointed a captain in the MC. His date of rank was determined to be 18 May 2002. His last officer evaluation report, for the period ending 24 June 2005, shows he was a Pediatric resident at Tripler Army Medical Center. 7. DODI 6000.13 (Medical Manpower and Personnel) implements policy, assigns responsibilities, and prescribes procedures to carry out medical manpower and personnel programs. Paragraph 6.1.2.2.2 states credit for master's and doctorate degrees in a health profession other than medicine and dentistry, whether it is the primary degree or an additional advanced degree, shall be awarded based on actual full-time equivalent education up to two years for a master's degree and up to four years for a doctorate. Paragraph 6.1.2.2.3 states the additional degree must add adjunctive skills to the primary specialty and must contribute directly to performance in the anticipated position in the Military Service concerned. 8. Army Regulation 135-101 (Appointment of Reserve Commissioned Officers for Assignment to Army Medical Department Branches), table 3-1 states 1 year of credit for each year (or school year) of credit for additional advanced degrees (see table 3-4) may be awarded. The degree must add adjunctive skills to the primary specialty and must contribute directly to performance in the anticipated duty position. Table 3-4 lists medical entomology as an advanced degree which may qualify for additional constructive credit. DISCUSSION AND CONCLUSIONS: 1. The applicant's new evidence and new argument have been carefully considered. However, in accordance with the governing Army regulation and the governing Department of Defense Instruction, the additional degree must add adjunctive skills to the primary specialty and must contribute directly to performance in the anticipated position in the Military Service concerned. 2. The applicant has served as a Pediatrician since he completed medical school. He provides no evidence to show his degree in zoology with an emphasis in entomology has contributed directly to his military duties.
