Jenkins Member The Board considered the following evidence: Exhibit A - Application for correction of military records. Exhibit B - Military Personnel Records (including advisory opinion, if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request to correct his Enlisted Record and Report of Separation Honorable Discharge (WD AGO Form 53-55) to show that he was assigned to the 106th Reconnaissance Troop and that he was awarded the Sharpshooter Marksmanship Qualification Badge. 2. The applicant states that he served with the 106th Reconnaissance Troop for almost 1 year. He also states that he remembers going to the firing range and is about 90 percent sure he qualified as a sharpshooter. 3. The applicant provides a copy of the 106th Reconnaissance Troop Menu for Christmas Dinner on 25 December 1943, and two letters of support from Soldiers who also served in this unit. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20060002711, on 7 September 2006. 2. The applicant provides a 106th Reconnaissance Troop Christmas Dinner menu, dated 25 December 1943, showing that he was assigned to this unit as a technician fifth grade. 3. On 10 October 2006, a former Soldier of the 106th Reconnaissance Troop wrote a letter stating that the applicant was a member of this unit from March 1943 to early 1944, when the unit went on maneuvers in Tennessee. 4. On 13 October 2006, another former Soldier of the 106th Reconnaissance Troop wrote a letter stating that the applicant and he had arrived at Fort Jackson, South Carolina on or about 22 March 1943. He states that the applicant was assigned to the 106th Reconnaissance Troop until March 1944, when he was transferred to another unit. 5. The applicant's WD AGO Form 53-55 indicates in Item 6 his organization as the 578th Signal Depot Company. 6. The applicant's WD AGO Form 53-55 indicates in Item 36 (Service Outside Continental United States and Return) that the applicant departed on 6 April 1944 for the European Theater of Operations (ETO) and returned to the United States on 18 January 1946. 7. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) lists the unit awards received by units serving during World War II. This publication shows that the 578th Signal Depot Company, during the time of the applicant's assignment to the ETO, participated in three campaigns, the Northern France, Rhineland and the Central Europe. These are the same three campaigns shown in Item 32 (Battles and Campaigns) of the applicant's WD AGO Form 53-55. 8. Department of the Army Technical Manual (TM12-235), in effect at the time, provided in pertinent part, that the entry in Item 6 (Organization) of the WD AGO Form 53-55 was to show the last unit, or similar element to which the applicant was assigned, rather than the element of which he was a part of while moving to a separation activity. Assignments to units for the purpose of transferring from a theater to the United States were considered part of the movement to a separation activity. DISCUSSION AND CONCLUSIONS: 1. The available evidence clearly shows that the applicant was assigned to the 106th Reconnaissance Troop at Fort Jackson, South Carolina, from March 1943 to early 1944. At that time, he was transferred to another unit and deployed overseas to Europe. 2. The governing regulation at the time required that the applicant's last unit of assignment be entered onto his WD AGO Form 53-55. The available evidence indicates that his last unit was the 578th Signal Deport Company. This unit's campaign credit matches the campaign credit awarded to the applicant. The applicant has not provided any evidence to dispute the evidence of record. 3. Other than the applicant's "90 percent sure" recollection, there is no available evidence to support awarding him a Marksmanship Qualification Badge. 4.
