Barber Member The Board considered the following evidence: Exhibit A - Application for correction of military records. Exhibit B - Military Personnel Records (including advisory opinion, if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his Enlisted Record Brief (ERB) to show all of his awards and deployments. 2. The applicant states that his ERB does not reflect all of his awards and deployments. 3. The applicant provides copies of his Certificate of Release or Discharge from Active Duty (DD Form 214), his ERB, unit assignment orders in support of Operation Enduring Freedom, three Certificates of Achievement, the Order of the Spur, a Certificate of Training for the Combat Lifesaver Course, Army Good Conduct Medal Orders, certificate for award of the North Atlantic Treaty Organization (NATO) Medal, two certificates for award of the Army Commendation Medal, and a certificate and citation for award of the Presidential Unit Citation. CONSIDERATION OF EVIDENCE: 1. On 5 October 1998, the applicant enlisted in the Regular Army. He completed his initial training and was awarded military occupational specialty 11B1O (Infantryman). 2. The applicant was awarded the Army Commendation Medal for meritorious achievement while deployed to Tirana, Albania during the period from 8 April to 6 July 1999. 3. The applicant was awarded the NATO Medal for his service with NATO on operations in relation to Kosovo during the period from April through August 1999. 4. On 14 January 2000, the applicant completed the 40 hour (1 week) Combat Lifesaver Course given at Baumholder, Germany. 5. The applicant, while assigned to the 1st Battalion, 6th Infantry Regiment, 2nd Brigade Combat Team, 1stt Armored Division, was awarded a second Army Commendation Medal for meritorious service while serving in Baghdad, Iraq, as a team leader in support of Iraqi Freedom during the period from 28 April 2003 to 28 April 2004. This award is represented by an Oak Leaf Cluster. 6. The 2nd Brigade Combat Team, 1st Armored Division, was awarded the Presidential Unit Citation for extraordinary heroism in military operations against an armed enemy during the period from 16 April to 15 July 2004. 7. Permanent Orders 108-006, 90th Personnel Services Battalion, dated 18 April 2005, awarded the applicant his second Army Good Conduct Medal for the period from 5 October 2001 to 4 October 2004, for his exemplary behavior, efficiency, and fidelity, in active federal military service. 8. On 5 November 2006, the applicant was honorably discharged due to disability and paid severance pay. He had completed 8 years, 1 month and 1 day of creditable active service. 9. Item 13 (Decorations, Awards, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 lists the Army Good Conduct Medal, 2nd award, National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, and the Overseas Service Ribbon. 10. Item 14 (Military Training) of his DD Form 214 lists the 8-week Infantryman Course completed in 1999. 11. The ERB is a Department of the Army automated management tool utilized by personnel managers to aid them in determining the best possible assignments for Soldiers in support of the mission. The ERB provides data regarding a Soldier’s current and previous assignments, his qualifications, and availability for reassignment. Once a Soldier has been separated, the report is no longer maintained. DISCUSSION AND CONCLUSIONS: 1. The ERB is an automated report that is maintained by the Department of the Army for the purpose of managing Soldier utilization. Once an individual is separated, it is no longer maintained. Therefore, the applicant’s request to update his ERB should not be granted. 2. The evidence clearly shows that the applicant was awarded the North Atlantic Treaty Organization Medal. Therefore, his records should be corrected to show this award. 3. The evidence clearly shows that the applicant was awarded two Army Commendation Medals. Therefore, his records should be corrected to show these awards. 4. The evidence clearly shows that the applicant’s unit was awarded the Presidential Unit Citation. Therefore, his records should be corrected to show this unit award. 5. The evidence clearly shows that the applicant completed the 40 hour Combat Lifesaver Course. Therefore, his records should be corrected to show this training. 6. Evidence shows that the applicant’s records contain administrative error which does not require action by the Board. Therefore, administrative correction of the applicant’s records will be accomplished by the Case Management Support Division (CMSD), St. Louis, Missouri, as outlined by the Board in paragraph 2 of the BOARD DETERMINATION/RECOMMENDATION section below. The Board determined that the evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned. 2. The Board determined that administrative error in the records of the individual concerned should be corrected. Therefore, the Board requests that the CMSD-St. Louis administratively correct the records of the individual concerned by: a. showing that, in addition to the awards shown on his DD Form 214, his authorized awards include the North Atlantic Treaty Organization Medal, the Army Commendation Medal with Oak Leaf Cluster, and the Presidential Unit Citation; and b. showing that, in addition to the military training shown on his DD Form 214, he completed the 1-week Combat Lifesavers Course in January 2000. ___ Eric N.
