THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of the total prior active service shown on his DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states, in effect, that his DD Form 214, dated 11 October 2006, does not show the correct total prior active service he completed because it was based on erroneous information contained on the DD Form 214 he was issued when he was discharged from the U.S. Air Force (USAF) on 14 June 2000. The applicant also states, in effect, he submitted a request to the USAF to correct the DD Form 214, dated 14 June 2000, and received a DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty), dated 20 November 2006, showing he completed 1 year, 10 months, and 24 days net active service. The applicant further states, in effect, that based on the correction by the USAF to his previous discharge document, he now requests correction of the DD Form 214, dated 11 October 2006, that was issued by the U.S. Army. 3. The applicant provides a copy of Headquarters, U.S. Army Infantry Center, Fort Benning, Georgia, memorandum, undated, subject: Correction to DD Form 214, along with his email request, dated 22 November 2006; DD Form 214, dated 14 June 2000; Headquarters, USAF Academy, Colorado, memorandum, dated 20 November 2006, subject: Application for Correction of Military Records (DD Form 149) [Applicant's Name], BC-2006-03442 BCMR Case 01; DD Form 215, dated 20 November 2006; and DD Form 214, dated 11 October 2006. CONSIDERATION OF EVIDENCE: 1. The applicant's military service records show he enlisted in the Regular Army for a period of 3 years on 27 June 2006 to attend the Officer Candidate Course. 2. The applicant's military service records contain a DD Form 214, with an effective date of 11 October 2006. This document shows that the applicant completed the Officer Candidate Course and was honorably discharged, in the rank of sergeant/pay grade E-5, to accept a commission in the U.S. Army. Item 12 (Record of Service), block c (Net Active Service This Period), shows that he completed 3 months and 15 days net active service. Item 12, block d (Total Prior Active Service), shows he was credited with 11 months and 14 days total prior active service. 3. On 12 October 2006, the applicant was appointed a commissioned officer in the U.S. Army in the rank of second lieutenant/pay grade O-2. He is currently serving on active duty in the U.S. Army. 4. The applicant's military service records contain a DD Form 214 that shows he was honorably discharged from the USAF on 14 June 2000. Item 18 (Remarks) of this document shows, in pertinent part, that the applicant attended the USAF Academy in a Cadet status from 1 July 1999 to 14 June 2000. Item 12, block c, shows that he was credited with completing 11 months and 14 days net active service during this period. 5. In support of his application, the applicant provides a copy of Headquarters, USAF Academy, Colorado, memorandum, dated 20 November 2006, that shows, in pertinent part, the Noncommissioned Officer in Charge, Cadet Personnel Branch, USAF Academy, Colorado, acknowledged that she corrected the applicant's DD Form 214, dated 14 June 2000, by issuing a DD Form 215. The applicant also provides a copy of a DD Form 215, dated 20 November 2006. This document shows that Item 12, block a (Date Entered AD [Active Duty] This Period) of the applicant's DD Form 214 was changed from "1999 Jul 01" and corrected to read, "1998 Jul 22". This document also shows that Item 12, block c, of the DD Form 214 was changed from "00 [years], 11 [months], 14 [days]" to "01 [years],10 [months], 24 [days]." There is no indication on the DD Form 215 that Item 18 (Remarks) of the DD Form 214 was corrected, which, in pertinent part, contains information concerning the applicant's period of attendance at the USAF Academy. 6. Army Regulation 635-5 (Personnel Separation - Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. It also establishes standardized policy for preparing and distributing the DD Form 214. Chapter 2 provides instructions for the preparation and distribution of the DD Form 214. It states, in pertinent part, that the source documents for entering information on the DD Form 214 will be the Enlisted/Officer Record Brief, separation approval authority documentation, separation order, or any other document authorized for filing in the Official Military Personnel File. The Separation Documents regulation instructions for completing Item 12 (Record of Service), Block d (Total Prior Active Service), provide, in pertinent part, to "enter the total amount of prior active military service less lost time, if any." DISCUSSION AND CONCLUSIONS: 1. The applicant contends, in effect, that his DD Form 214 issued by the U.S. Army with an effective date of 11 October 2006, should be corrected to show 1 year, 10 months, and 24 days total prior active service because the USAF recently corrected his active duty service on his previously issued DD Form 214, dated 14 June 2000, based on a correction to the date he entered active duty. 2. The evidence of record shows that the date the applicant entered active duty as a Cadet in the USAF was changed from 1 July 1999 and corrected to 22 July 1998. Thus, the evidence of record shows that the applicant's period of service as a Cadet in the USAF was from 22 July 1998 through 14 June 2000. The evidence of record also shows that a USAF official corrected the applicant's DD Form 214 to show that he completed 1 year, 10 months, and 24 days net active service during this period. 3. Based on the correction made to the date the applicant entered active duty in the USAF, as recorded on the discharge documents issued by the USAF, calculation of the applicant's net active service for the period shows he actually completed 1 year, 10 months, and 23 days net active service during the period under review. Thus, the correction made to Item 12, block c, of the applicant's DD Form 214 (dated 14 June 2000) is in error by 1 day. (It is also noted that the information contained in Item 18 (Remarks) of the DD Form 214 may be in error in view of the correction made to Item 12, block a.) Therefore, the applicant is advised to contact the USAF concerning correction of the net active service for the period covered by his DD Form 214, with an effective date of 14 June 2000. 4. In this regard, based on the evidence of record, and in view of the foregoing, Item 12, block d, of the applicant's DD Form 214, with an effective date of 11 October 2006, should be corrected to show 1 year, 10 months, and 23 days total prior active service.
