Damian Member The Board considered the following evidence: Exhibit A - Application for correction of military records. Exhibit B - Military Personnel Records (including advisory opinion, if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his Certificate of Release or Discharge from Active Duty (DD Form 214) to show his rank as corporal and his completion of the Basic Airborne Course. 2. The applicant states, in effect, that he worked hard to complete these accomplishments and is proud of them and wants them added to his DD Form 214. 3. The applicant provides a copy of his lateral appointment orders and special qualification identifier (SQI) award orders. CONSIDERATION OF EVIDENCE: 1. On 11 August 2003, the applicant was ordered to active duty for training. He completed basic combat training, infantry advanced individual training, and the Basic Airborne Course. 2. On 19 November 2003, the Training Center Liaison noncommissioned officer, endorsed the applicant’s orders to add the Basic Airborne Course to his initial training and extended his training period from 14 to 18 weeks. 3. On 21 November 2003, the applicant was released from active duty training. He had completed 3 months and 11 days of creditable active duty. 4. Item 11 (Primary Specialty) of the applicant’s DD Form 214 for his period of active duty ending 21 November 2003, indicates that his primary military occupational specialty (MOS) is 11B1O (Infantryman). Item 14 (Military Education) does not show the Basic Airborne Course. 5. Orders 345-4053, United States Army Infantry Center, Fort Benning, Georgia, dated 11 December 2003, awarded the SQI “P” to the applicant’s MOS. 6. On 16 May 2005, the applicant was ordered to active duty in support of Operation Iraqi Freedom. 7. Orders 122-234, 5th Battalion, 113th Field Artillery Regiment, dated 31 October 2005, laterally appointed the applicant from specialist, pay grade E4 to corporal, pay grade E4. 8. On 22 January 2006, the applicant was returned to the United States, and subsequently released from active duty on 9 September 2006. He had completed 1 year, 3 months, and 24 days of creditable active duty during this period. 9. Item 4a (Grade, Rate or Rank) of the applicant’s DD Form 214, for his period of active duty ending 9 September 2006, indicates his rank as specialist. 10. Item 11 (Primary Specialty) of the applicant’s DD Form 214 for his period of active duty ending 9 September 2006, indicates that his primary military occupational specialty (MOS) is 11B1O (Infantryman). 11. Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of the applicant’s DD Form 214, for his period of active duty ending 9 September 2006, does not include the Parachutist Badge. 12. Army Regulation 600-8-22, in pertinent part, sets forth requirements for award of the basic Parachutist Badge. Award of the basic Parachutist Badge requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the Infantry School, or have participated in at least one combat parachute jump. DISCUSSION AND CONCLUSIONS: 1. The evidence clearly shows that the applicant was awarded the SQI “P” and performed parachute duty. Therefore, his records should be corrected to show that he completed the Basic Airborne Course and was awarded the Parachutist Badge. 2. The evidence clearly shows that the applicant was laterally appointed to corporal during his tour of duty in Iraq. Therefore, his records should be corrected to show this appointment. Notwithstanding the staff DISCUSSION AND CONCLUSIONS above, the Board unanimously determined that the evidence presented was sufficient to grant only partial relief. The Board determined that the evidence presented was sufficient to correct all Department of the Army records of the individual concerned by showing in Item 4a of his September 2006 DD Form 214, the rank of corporal. 2. As a result, the board further determined that there is insufficient evidence to show his completion of the Basic Airborne Course. The Board believed that there was insufficient evidence to show the applicant had actually graduated from the Basic Airborne Course. __ Linda D.
