Sabree Member The Board considered the following evidence: Exhibit A - Application for correction of military records. Exhibit B - Military Personnel Records (including advisory opinion, if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that her DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show her Overseas Service Ribbon (OSR) and the award of the Army Commendation Medal (ARCOM). 2. The applicant states that her OSR is missing from her DD Form 214. She was given the OSR for her tour in Germany for the period 2001 to 2003. Also, she just received her ARCOM for her Expiration Term of Service award. 3. The applicant provides a copy of her DD Form 214; DA Form 638 (Recommendation for Award); and Headquarters, U.S. Army Medical Department Center and School and Fort Sam Houston, Orders 005-257 dated 5 January 2001. CONSIDERATION OF EVIDENCE: 1. The applicant's military service records show that she entered active duty on 20 September 2000. She completed all the necessary training and was awarded the military occupational specialty (MOS) 68W (Health Care Specialist). Her last duty assignment and major command was with Andrew Rader, U.S. Army Health Clinic, Fort Myer, Virginia. 2. The applicant was honorably released from active duty and transferred to the U.S. Army Reserve Control Group (Reinforcement) St. Louis, Missouri on   25 August 2007. She had completed a total of 6 years, 11 months, and 6 days of active service. 3. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the applicant's DD Form 214 shows the Army Achievement Medal (3rd Award), Army Good Conduct Medal (2nd Award), National Defense Service Medal, Global War on Terrorism Service Medal, Noncommissioned Officer Professional Development Ribbon, and the Army Service Ribbon. However, it does not show the award of the ARCOM and OSR. 4. The DA Form 638 that the applicant submitted shows that she was awarded the ARCOM by Headquarters, Military Personnel Division, Permanent Order Number 124-2, dated 4 May 2007. 5. The Headquarters, U.S. Army Medical Department Center and School and Fort Sam Houston, Orders 005-257 dated 5 January 2001 that the applicant submitted shows she was on Permanent Change of Station (PCS) orders to Germany. However, it does not show the exact dates to determine the length of her tour in Germany. 6. Army Regulation 600-8-22 (Military Awards) shows that the Overseas Service Ribbon was established by the Secretary of the Army on 10 April 1981. The regulation states, in pertinent part, that effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award for successful completion of overseas tours. DISCUSSION AND CONCLUSIONS: 1. The applicant contends that her DD Form 214 should be corrected to show the award of the ARCOM and the OSR. 2. Evidence shows that the applicant was awarded the ARCOM. Therefore, she is entitled to correction of her records to show the ARCOM. 3. Although the applicant submitted her PCS orders to show that she went to Germany and she states that she was there from 2001 to 2003, the PCS orders do not show the exact dates of her tour in Germany. As such, there is insufficient evidence to determine whether she successfully completed her overseas tour. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing the award of the ARCOM. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to the award of the OSR. ___Curtis L.
