THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that Headquarters, 503rd Military Police Battalion (Airborne), Fort Bragg Permanent Order 317-18, dated 13 November 2002, which awarded him the Good Conduct Medal (First Award) and 88th Military Police Detachment, APO Area Pacific Permanent Orders 045-03, dated 7 January 2008, which revoked the aforementioned orders, be removed from his Official Military Personnel File (OMPF). 2. The applicant essentially states that Bravo Detachment, 18th Personnel Services Battalion, Fort Bragg Permanent Order 168-16, dated 17 June 2002, already awarded him the Good Conduct Medal (First Award) for the period 29 June 1999 to 28 June 2002, and that the Permanent Order 317-18, dated 13 November 2002, which also awarded him the Good Conduct Medal (First Award) were revoked by Permanent Orders 045-03, dated 7 January 2008, but that the 13 November 2002 and 7 January 2008 orders are still filed in his OMPF. He also states that he received the orders for the Good Conduct Medal (First Award) on time with no problems; however, several Soldiers in his unit did not receive their orders for their Good Conduct Medals. It appears that the applicant’s name was erroneously included in the paperwork his unit submitted for those Soldiers to receive their Good Conduct Medal orders. 3. The applicant provides Permanent Orders 168-16, dated 17 June 2002, which properly awarded him the Good Conduct Medal (First Award); Permanent Order 317-18, dated 13 November 2002, which improperly awarded him the Good Conduct Medal (First Award) a second time and for an incorrect period of service; and Permanent Orders 045-03, dated 7 January 2008, which revoked Permanent Order 317-18, dated 13 November 2002, in support of this application. CONSIDERATION OF EVIDENCE: 1. The applicant's military records show that he enlisted in the Regular Army on 29 June 1999. 2. A review of the applicant’s OMPF shows that Permanent Order 168-16, dated 17 June 2002, properly awarded him the Good Conduct Medal (First Award) for the period 29 June 1999 to 28 June 2002. It also revealed that Permanent Order 317-18, dated 13 November 2002, awarded the applicant the Good Conduct Medal (First Award) for the period 29 August 1999 to 30 August 2002, which is neither the proper period that the applicant should have been awarded his first Good Conduct Medal nor is it for the proper 3-year period. Permanent Orders 045-03, dated 7 January 2008, revoked the duplicate Good Conduct Medal (First Award); however, both orders are still filed in the applicant's OMPF. DISCUSSION AND CONCLUSIONS: The evidence of record clearly shows that Permanent Orders 317-18, dated 13 November 2002 improperly awarded the applicant the Good Conduct Medal (First Award) for the incorrect period from 29 August 1999 to 30 August 2002, and that Permanent Orders 045-03, dated 7 January 2008, revoked these erroneous orders. Therefore, it would be appropriate at this time to remove these orders from his OMPF. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing from the applicant’s OMPF Permanent Orders 317-18, dated 13 November 2002, which improperly awarded the applicant the Good Conduct Medal (First Award) for the incorrect period from 29 August 1999 to 30 August 2002, and Permanent Orders 045-03, dated 7 January 2008, which revoked these erroneous orders. 2.
