THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that his base pay be adjusted for the period 26 February 1982 through 4 July 1996 as a result of a Pay Entry Basic Date (PEBD) correction and that he be paid any monies due to him. 2. The applicant states, in effect, that his PEBD was recently corrected in the finance system to show 26 February 1982; however, the Defense Finance and Accounting Service (DFAS) only paid part of his claim (from 5 July 1996 due to his previous separation date). He states that DFAS will only pay him for the period 26 February 1982 to 4 July 1996 if directed by the Board. 3. The applicant provides DD Forms 827 (Application for Arrears in Pay), dated 29 June 2008 and 23 December 2007; a letter, dated 13 June 2008, from DFAS; a DFAS-DE Form 110 (Corrected Records Computation); and a payment worksheet. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve (USAR) on 26 February 1982. He was discharged from the USAR on 21 July 1984 to accept a commission. He was appointed a Reserve officer on 22 July 1984. He is currently serving as a lieutenant colonel in the USAR. 2. Records at the U.S. Army Human Resources Command, St. Louis, Missouri show the applicant’s PEBD was changed to 26 February 1982 in 2008. 3. The applicant provided a letter, dated 13 June 2008, from DFAS which states, in pertinent part, that since his previous date of separation from active duty was 4 July 1996, DFAS could not adjust his base pay for his PEBD correction. The letter stated that if the applicant was claiming base pay credit for the period 4 July 1996 and prior he needed to file for a correction of military records. DISCUSSION AND CONCLUSIONS: Evidence of record shows the applicant’s PEBD was corrected to show 26 February 1982. Therefore, the applicant’s base pay should be adjusted for the period 26 February 1982 through 4 July 1996 as a result of a PEBD correction and he should be paid any monies due to him.
