THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that the entry, “SERVICE IN KUWAIT 20030303-20040206” in item 18 (Remarks) on her DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show she served in Iraq. 2. The applicant states, in effect, that she arrived in Kuwait but she served in Iraq during the period shown in item 18 on her DD Form 214. She contends that the Department of Veterans Affairs (DVA) wants her service in Iraq listed on her DD Form 214 before she can get certain treatments at the DVA. 3. The applicant provides a copy of her DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted on 14 May 1986 and served as an ammunition specialist. She remained on active duty through continuous reenlistments until she retired on 30 June 2008 in the rank of master sergeant. 2. Item 18 on the applicant’s DD Form 214 shows, in pertinent part, the entry, “SERVICE IN KUWAIT 20030303-20040206.” 3. Records at the Defense Finance and Accounting Service (DFAS) show the applicant served in Kuwait from March 2003 to February 2004. However, orders for the Army Commendation Medal for meritorious performance of duty during Operation Iraqi Freedom for the period 10 August 2003 to 18 November 2003 state, in pertinent part, “Her outstanding dedication to duty during ground combat in Iraq…” DISCUSSION AND CONCLUSIONS: 1. The applicant contends that she arrived in Kuwait but served in Iraq from 3 March 2003 to 6 February 2004. DFAS records show she served in Kuwait during this entire time; however, her orders for the Army Commendation Medal indicate that she served in Iraq during the period 10 August 2003 to 18 November 2003. 2. Based on the foregoing, the entry on the applicant’s orders for the Army Commendation Medal for the period 10 August 2003 to 18 November 2003 which state “Her outstanding dedication to duty during ground combat in Iraq” is accepted as sufficient evidence on which to amend item 18 on her DD Form 214 to show she served in Kuwait and Iraq during the period 3 March 2003 to 6 February 2004. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. deleting the entry, “SERVICE IN KUWAIT 20030303-20040206” in item 18 on her DD Form 214; and b. adding the entry, “Service in Kuwait/Iraq 20030303-20040206” in item 18 on her DD Form 214. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
