THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, “HQ/A Company, 510th Personnel Services Battalion” Permanent Orders 343-129, dated 8 December 2004, which awarded him the Army Good Conduct Medal, be removed from his Official Military Personnel File (OMPF) on the integrated Personnel Electronic Records Management System (iPERMS). 2. The applicant states the above orders awarded him the Army Good Conduct Medal for the same period as a previous set of orders. As such, these orders are a duplicate of the earlier set of orders. 3. The applicant provides, in support of his application, copies of two orders awarding him the Army Good Conduct Medal for the period 8 September 1999 to 7 September 2002. CONSIDERATION OF EVIDENCE: 1. The applicant's military personnel record shows he initially enlisted in the Regular Army on 9 September 1999 for a period of 3 years. He served continuously through reenlistments and was promoted to staff sergeant. 2. Permanent Orders 325-145, dated 21 November 2003, awarded the applicant the Army Good Conduct Medal (1st Award) for the period of service from 8 September 1999 to 7 September 2002. 3. HQ/A Company, 510th Personnel Services Battalion Permanent Orders 343-129, dated 8 December 2004, awarded the applicant the Army Good Conduct Medal (1st Award) for the period of service from 8 September 1999 to 7 September 2002. 4. Permanent Orders 325-145, dated 21 November 2003 and Permanent Orders 343-129, dated 8 December 2004 are both currently entered in the applicant's OMPF in iPERMS. 5. There are no orders revoking Permanent Orders 343-129, dated 8 December 2004, filed in iPERMS. 6. Army Regulation 600-8-104 (Military Personnel Information Management/ Records), provides in Table 2-1 (Composition of the OMPF) provides that award orders are filed in the Commendatory and Disciplinary portion of the OMPF. This regulation also provides that once filed such documents become a permanent part of the OMPF and may only be removed by one of several agencies, one of which is the Army Board for Correction of Military Records (ABCMR). DISCUSSION AND CONCLUSIONS: 1. The applicant contends that the duplicate orders for the award of the Army Good Conduct Medal (1st Award) should be removed from his OMPF in iPERMS. 2. The evidence is clear that, due to an administrative error, Permanent Orders 343-129, dated 8 December 2004, were erroneously issued and placed in the applicant's OMPF in iPERMS. 4. In view of the above, Permanent Orders 343-129, dated 8 December 2004, holds no historical value in documenting the applicant's military career. This document only shows that by administrative error a second set of orders for the Army Good Conduct Medal were published which cover the same period of time. 5. Therefore, it would be appropriate to remove Permanent Orders 343-129, dated 8 December 2004, from the applicant's OMPF in iPERMS. However, the order must first be revoked to ensure it will not become a problem for the applicant at a later date. The revocation order should not be filed in the individual's OMPF in iPerms.
