THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his awards of the Army Achievement Medal (AAM) and the German Armed Forces Proficiency Badge (GAFPB) Bronze be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty) dated 2 July 2008. 2. The applicant states that he received the approved awards of the AAM and the GAFPB Bronze after he had received his DD Form 214. 3. The applicant provides a copy of his approved awards of the AAM and the GAFPB Bronze, both of which are filed in his official military personnel file (OMPF). CONSIDERATION OF EVIDENCE: 1. The applicant was ordered to active duty for training (ADT) as a United States Army Reserve (USAR) second lieutenant to attend his military intelligence basic officer leader course at Fort Huachuca, Arizona, on 13 January 2008. 2. On 12 June 2008, the applicant was awarded the GAFPB Bronze by the German Liaison Team United States Army Intelligence Center and Fort Huachuca. The authorization to accept, retain, and wear the GAFPB was approved on 25 June 2008. 3. He was awarded the AAM (7th oak leaf cluster) in Permanent Orders Number 184-003 issued at Fort Huachuca on 19 June 2008. 4. A search of the interactive Personnel Electronic Records Management System (iPERMS) shows that both awards are filed in the applicant's official records. However, there are only six awards/orders (including the AAM awarded on 19 June 2008) filed in the applicant's OMPF. 5. On 20 July 2008, the applicant was released from ADT and was transferred to the U.S. Army Civil Affairs and Psychological Operations Command at Fort Bragg, North Carolina. His DD Form 214 shows that he was awarded the AAM (6th award) and there is no entry for award of the GAFPB Bronze. DISCUSSION AND CONCLUSIONS: 1. The applicant provided orders showing he was awarded the AAM (7th oak leaf cluster) while on ADT at Fort Huachuca in June 2008. However, the applicant's OMPF only contains orders for six awards of the AAM, one of which is the order he provided, and his DD Form 214 appropriately reflects six awards of the AAM. Therefore, in the absence of orders to show that he, in fact, has eight awards of the AAM, it would be inappropriate to correct his records at this time to show the award of the AAM with seven oak leaf clusters or AAM (8th award). 2. However, on 12 June 2008, the applicant was awarded the GAFPB Bronze by the German Liaison Team United States Army Intelligence Center and Fort Huachuca and the authorization to accept, retain, and wear the GAFPB is currently filed in his OMPF, as verified through iPERMS. 3. Accordingly, it would be in the interest of justice to correct his DD Form 214 at this time by adding the award of the GAFPB Bronze. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that he was awarded the GAFPB-Bronze. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to adding the award of the AAM with seven oak leaf clusters to his records. 3. The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated.
