Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that her DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to add the NCO Professional Development Ribbon (NPDR). 2. The applicant states that she is authorized this service medal due to her completion of the Warrior Leader Course (WLC). 3. The applicant provides a DA Form 1059 (Service School Academic Evaluation Report) which shows she completed the WLC during the period 15 October 2007 to 15 November 2007. She also submits a copy of her DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant's military records show that she enlisted in the Regular Army (RA) on 22 September 2004, she was awarded military occupational specialty (MOS) 92Y (unit supply specialist), and she was promoted to pay grade E-5. She served in Iraq from 12 November 2005 to 6 November 2006. She was honorably released from active duty on 15 February 2008 and she was transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement) to complete her remaining Reserve obligation. 2. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the applicant's DD Form 214 does not show the NPDR or any bronze service stars on her Iraq Campaign Medal (ICM). 3. The applicant's DD Form 214 was corrected on 5 January 2009 to add the WLC. 4. Army Regulation 600–8–22 (Military Awards), paragraph 5-6, states that the NPDR was established by the Secretary of the Army on 10 April 1981 as announced in Department of the Army General Order 15, dated 10 October 1990. It is awarded to members of Active Army, Army National Guard, and Army Reserve Soldiers for successful completion of designated NCO professional development courses. Once a service member has been awarded the NPDR upon graduation from WLC or WLC-Reserve Component, subsequent appropriate numerals will be awarded to identify completion of higher level Noncommissioned Officers Education System (NCOES) or Reserve Component-NCOES courses. 5. Army Human Resources Command Military Personnel (MILPER) Message Number 08-123 provides the guidance and criteria, applicability, and standards on awarding and wear of service stars on the ICM. It states, in pertinent part, that one bronze service star will be worn on the ICM for one or more days of participation in each designated campaign phase. Approved designated ICM campaign phases and inclusive periods are listed below: Liberation of Iraq/19 Mar 2003 - 1 May 2003 Transition of Iraq/2 May 2003 - 28 Jun 2004 Iraq Governance/29 Jun 2004 - 15 Dec 2005 National Resolution/16 Dec 2005 – Date to be determined DISCUSSION AND CONCLUSIONS: 1. The applicant successfully completed the WLC on 15 November 2007. Therefore, she is entitled to the NPDR and correction of her records to show this award. 2. The applicant served in Iraq during the period 12 November 2005 to 6 November 2006. Therefore, she is entitled to two bronze service stars for wear on her already-awarded ICM and correction of her records to reflect the same.
