THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant request his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show the Combat Action Badge (CAB) and his correct military occupational specialty (MOS).

2.  The applicant states that:

a. his award of the CAB is not listed on his DD Form 214; and

b. his MOS should show that he was an engineer and not a carpenter.

3.  The applicant provides no documents in support of his application.

CONSIDERATION OF EVIDENCE: 

1.  The applicant requests award of the CAB.  However, there are no orders 
or other evidence on file in his Official Military Personnel File (OMPF) that confirm his entitlement to this award.  The implementation instructions for
the CAB specified that requests for retroactive award of the CAB must be forwarded to the Commanding General, United States Army Human Resources Command, ATTN: AHRC-PDO-PA, Alexandria, Virginia 22332-0471.  Members not on active duty or in an active status may make their requests for the CAB by letter.  The applicant has been notified by separate correspondence of the CAB application procedures and documentation requirements.  As a result, his request for award of the CAB will not be discussed further in this Record of Proceedings.

2.  The applicant’s record shows that he entered active duty 4 October 2005.  He was trained in, awarded, and served in MOS "21W" (Carpentry Masonry Specialist).

3.  The applicant’s Enlisted Record Brief (ERB) lists his primary MOS (PMOS) as 21W.  There are no documents in his OMPF that show he served as an engineer.

4.  On 20 March 2008, the applicant was discharged from active duty after completing 2 years, 5 months, and 18 days of creditable service.  Item 11 (Primary Specialty) of the DD Form 214 issued to him at that time shows he held MOS “21W” for 2 years and 1 month.  Item 14 (Military Education) shows he completed 12 weeks of training as a carpentry masonry specialist in 2006.

5.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the active Army.  Chapter 2 of this regulation contains guidance on the preparation and distribution of the DD Form 214.  Paragraph 2-4h contains item-by-item instructions for completion of the 
DD Form 214 and it states, that Item 11 will contain of all MOS’ in which a member served in for at least 1 year and will include the number of years and months served for each MOS entered.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends his DD Form 214 should show he served as an engineer instead of a carpenter.

2.  By regulation, item 11 will contain all MOS’ in which a member served in for at least 1 year.  The evidence of record shows the applicant was trained in and served as a “carpentry masonry specialist” in MOS 21W for more than 2 years as evidenced by the entries contained on his ERB and DD Form 214.  Accordingly, the applicant’s DD Form 214 correctly documents the MOS that he served in while on active duty.  Thus, there is an insufficient evidentiary basis upon which to grant the requested relief in this case.

3.  In view of the foregoing, the applicant’s request should be denied.
