THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his military occupational specialty (MOS) title as "Ground Surveillance Systems Operator," not "Ground Survival System Operator." 2. The applicant does not make any additional statement. 3. The applicant provides a copy of his DD Form 214 for the period ending 14 May 2004. CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant’s failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant’s failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. The applicant's records show he enlisted in the Regular Army for a period of 4 years on 10 August 2000. He completed basic combat and advanced individual training and was awarded MOS 96R (Ground Surveillance Systems Operator). 3. He was honorably released from active duty on 14 May 2004 under an early release program and he was transferred to the U.S. Army Reserve (USAR) Control Group (Individual Ready Reserve) to complete his remaining Reserve obligation. His DD Form 214 shows the following entries: a. Item 11 (Primary Specialty) of his DD Form 214 shows the entry "GROUND SURVL SYS OP," and b. Item 14 (Military Education) shows, among other entries, the title of this 5-week training course as "Ground Survival Systems Operator." 4. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide the individual with documentary evidence of their military service. It is important that information entered on the form should be complete and accurate. 5. The Army Training Requirements and Resource System (ATRRS) maintains a database of course information on virtually every course that is taught by or for Army personnel at military and Department of Defense (DoD) training institutions. This includes training requirements, training programs and course administrative data which is maintained on a daily basis in ATRRS by the responsible agencies. ATRRS is the information source for course scope and prerequisite data. It shows the MOS 96R title as "Ground Surveillance Systems Operator." DISCUSSION AND CONCLUSIONS: 1. The applicant contends the title of his primary specialty should be corrected. 2. The evidence of record shows the applicant completed the Ground Surveillance Systems Operator course. However, his DD Form 214 erroneously shows the word "SURVL" in item 11 and "SURVIVAL" in item 14 of his DD Form 214. Therefore, he is entitled to correction of his DD Form 214 to show the proper name of his MOS and training course.
