IN THE CASE OF: BOARD DATE: 7 January 2011 DOCKET NUMBER: AR20100017941 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Global War on Terrorism Service Medal (GWOTSM). 2. The applicant states she was serving on active duty in a non-training environment for more than 30 days after 11 September 2001. 3. The applicant provides no additional documents. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve (USAR) on 29 January 1996. On 22 May 1999, she was appointed as a Reserve commissioned officer from the Reserve Officers' Training Corps (ROTC). 2. Headquarters, Second Region ROTC, U.S. Army Cadet Command, Orders 105-23-A-422, dated 15 April 1999, ordered her to active duty for 3 years. (Item 12a (Date Entered Active Duty this Period) of her DD Form 214 shows she entered active duty on 30 December 1998.) 3. On 21 May 2002, she was released from active duty. Block 12 (Record of Service) of her DD Form 214 shows she served on active duty from 30 December 1998 to 21 May 2002. Block 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) shows the Army Commendation Medal, Army Achievement Medal (2nd Award), Army Service Ribbon, and Parachutist Badge. 4. She was issued a DD Form 215 (Correction to DD Form 214), dated 27 April 2009, which added the National Defense Service Medal to her DD Form 214. 5. Army Regulation 600-8-22 (Military Awards) states the GWOTSM is authorized for award to members of the Armed Forces of the United States who participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined, having served 30 consecutive days or 60 nonconsecutive days, are authorized the GWOTSM. DISCUSSION AND CONCLUSIONS: 1. The applicant's contention that she is entitled to award of the GWOTSM has been carefully reviewed. 2. Her DD Form 214 shows she served on active duty for more than 30 consecutive days after 11 September 2001. Therefore, she met the criteria for the GWOTSM and her DD Form 214 should be corrected to show this award.
