Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests award of the Army Good Conduct Medal and its addition to her DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states the Army Good Conduct Medal was simply overlooked. 3. The applicant provides a copy of her DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 25 October 2000. She completed training as a food service specialist and progressed to the rank/grade of specialist (SPC)/E-4 during her period of service. 2. Her Enlisted Record Brief (ERB) lists the eligibility date for the Army Good Conduct Medal as 24 October 2003. 3. There is no discreditable information available and no disqualification for award of the Army Good Conduct Medal contained in her personnel record. 4. On 24 October 2003, the applicant was honorably released from active duty at the completion of required active service. She was transferred to U.S. Army Reserve (USAR) unit to complete her remaining service obligation. She completed 3 years creditable active service. 5. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of her DD Form 214 shows the: * Army Achievement Medal * National Defense Service Medal * Army Service Ribbon * Expert Marksmanship Qualification Badge with Machinegun Bar * Marksman Marksmanship Qualification Badge with Rifle Bar 6. Army Regulation 600-8-22 (Military Awards) provides that: a. the Army Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity. Although there is no automatic entitlement to the Army Good Conduct Medal, disqualification must be justified. Any one of several periods of continuous enlisted active Federal military service qualifies for award, including each 3-year period. b. the Global War on Terrorism Service Medal (GWOTSM) is authorized for award to all Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days. DISCUSSION AND CONCLUSIONS: 1. The applicant served a qualifying period of active service for eligibility for the Army Good Conduct Medal. She was awarded the Army Achievement Medal, there is no evidence of a commander's disqualification for the Army Good Conduct Medal, and there is no evidence of any discreditable incidents. Therefore, she is entitled to the first award of the Army Good Conduct Medal for the period 25 October 2000 through 24 October 2003 and correction of her DD Form 214 to show this award. 2. The applicant qualified for award of the GWOTSM. Therefore, her DD Form 214 should be corrected to show this award.
