Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of a revocation order from his official military personnel file (OMPF). 2. The applicant states: a. his initial unit of assignment while attending airborne training issued him a revocation order without ever publishing the actual order it revoked; b. he was injured while completing his fourth jump during airborne training; c. having been reassigned to a different company, he completed his 5th and final jump one week later and he received his diploma, order, and parachute wings; and d. the erroneous revocation order currently maintained in his OMPF should now be removed. 3. The applicant provides: * his airborne course diploma * Parachutist Badge orders * parachute duty orders * DA Form 1307 (Individual Jump Record) CONSIDERATION OF EVIDENCE: 1. The applicant was appointed as a Reserve commissioned officer in the Army of the United States on 11 May 2007 in the rank/grade of second lieutenant (2LT)/O-1. 2. His OMPF includes the following two orders issued by Headquarters, United States Maneuver Center of Excellence, Fort Benning, GA: a. Permanent Orders 273-3637, dated 30 September 2010, which announced his award of the Parachutist Badge on 8 October 2010 or upon completion of Airborne training; and b. Orders 277-2811, dated 4 October 2010, which revoked Orders 266-3129, pertaining to award of the Parachutist Badge, dated 23 September 2010. [Orders 266-3129 is not contained in his OMPF] 3. The applicant provides a diploma which shows he successfully completed the airborne course on 8 October 2010. 4. Army Regulation 600-8-104 (Military Personnel Information Management/ Records) prescribes the policies and mandated operating tasks for the Military Personnel (MILPER) Information Management/Records Program of the Military Personnel System. Chapter 2 of this regulation provides detailed guidance and instructions with regard to the initiation, composition, maintenance, changing, access to, and transfer of the OMPF. Table 2-1 (Composition of the OMPF) of this Army regulation shows that award orders (includes badges, bars, tabs, and so forth) are filed in the performance portion of the OMPF. Paragraph 2-4 contains guidance on changing the OMPF. It indicates, in pertinent part, that the Army Board for Correction of Military Records (ABCMR) may direct removal or movement of documents filed in the OMPF in the interest of justice or equity. DISCUSSION AND CONCLUSIONS: 1. The applicant contends a revocation order currently maintained in his OMPF should be removed. 2. His OMPF contains a copy of Orders 227-2811, dated 4 October 2010, which revoked Orders 266-3129, dated 23 September 2010, pertaining to award of the Parachutist Badge, which the applicant claims he never received and which is not contained in his record. This order holds no historical value in documenting the applicant's military career. Therefore, it would be appropriate to remove this revocation order from the applicant's OMPF.
