THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests his primary specialty be changed from 21Z (Combat Engineer) to 21A (Engineer) on his 11 June 2007 DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. He states that 21Z is not the correct military occupational specialty (MOS), [properly known as area of concentration (AOC) for commissioned officers] and it should be 21A. 3. He provides his DD Form 214 and DA Form 1059 (Service School Academic Evaluation Report). CONSIDERATION OF EVIDENCE: 1. The applicant’s records show he enlisted in the United States Army Reserve on 10 August 2000. He performed a series of reenlistments and was honorably discharged on 28 September 2006 to accept an appointment as a commissioned officer. On 29 September 2006, he was appointed as a Reserve Commissioned Officer in the grade of second lieutenant. 2. On 7 January 2007, he was ordered to active duty for training (ADT). 3. His DA Form 1059 shows he successfully completed Engineer Basic Officer Leadership Course, from 2 March 2007 to 11 June 2007, at the U.S. Army Engineer School. His specialty/MOS code (MOSC) is listed as 21A. 4. His DD Form 214 lists his primary specialty and title in block 11 as "21Z Engineer." He was honorably released from ADT on 11 June 2007. 5. U.S. Army Human Resources Command, Personnel Authorizations Module (PAMXXI), shows MOS classification charts for officers and enlisted Soldiers. This module shows MOS 21A as "Engineer, General" under the officers' MOS chart. MOS 21Z is listed under the enlisted chart and identified as a "Combat Engineer" reserved for enlisted Soldiers in the grade of E8/E9. https://pamxxi.armyg1.army.mil/Default.aspx 6. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. The regulation states the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge. It is important that information entered on the form should be complete and accurate. 7. Army Regulation 635-5 states to enter, in item 11, from the officer record brief the titles of all MOS or AOC served for at least 1 year and include for each MOS/AOC the number of years and months served. For commissioned officers, also specify the AOC consisting of 2 numerical digits and 1 letter DISCUSSION AND CONCLUSIONS: The available evidence confirms the applicant completed Basic Officer Leadership Course at the Engineer School and was awarded Specialty/MOSC of 21A. Therefore, he is entitled to correction of his records to show his primary specialty of 21A.
