IN THE CASE OF: BOARD DATE: 19 July 2012 DOCKET NUMBER: AR20120000476 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show she completed basic training and Officer Candidate School (OCS). 2. The applicant states she completed basic training on 7 August 2009 and OCS on 19 March 2010; however, the training is not recorded on her DD Form 214. 3. The applicant provides copies of two certificates and an Active Duty Report. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Army National Guard of the United States (ARNGUS) and Alabama Army National Guard (ALARNG) on 18 May 2009 for a period of 8 years. 2. Military Entrance Processing Station, Maxwell Air Force Base, Montgomery, Alabama, Orders 9128040, dated 8 May 2009, ordered the applicant to initial active duty for training (IADT) with a reporting date of 26 May 2009. The orders show the basic training period was approximately 10 weeks under the alternate (split) training program. 3. A DD Form 220 (Active Duty Report) shows the applicant entered active duty on 28 May 2009. Item 21 (Remarks) shows she graduated from basic combat training on 7 August 2009. This document is filed in the service portion of her Official Military Personnel File (OMPF). 4. An ARNG OCS certificate shows the applicant attended accelerated OCS at Fort McClellan, Alabama from 22 January to 19 March 2010 and she met the requirements to be commissioned as a second lieutenant (2LT) in the ARNG. This document is filed in the performance (education) portion of her OMPF. 5. The applicant was honorably discharged from the ARNGUS and ALARNG on 21 April 2010 to accept an appointment as a commissioned officer. 6. She was appointed as a Reserve commissioned officer in the rank of 2LT on 22 April 2010. 7. The applicant was ordered to active duty for training (ADT) on 2 May 2011. 8. A DA Form 1059 (Service School Academic Evaluation Report (AER)) shows she attended the Adjutant General Basic Officer Leader Course (AGBOLC) at Fort Jackson, South Carolina from 7 February to 2 May 2011 and achieved course standards. This document is filed in the performance (evaluation) portion of her OMPF. 9. A DD Form 214 shows the applicant entered active duty this period on 6 February 2011, was honorably released from ADT on 2 May 2011, and transferred to an ALARNG unit. She completed 2 months and 27 days of net active service this period. Item 14 (Military Education) shows she completed the AGBOLC. 10. In support of her application, the applicant provides a DA Form 87 (Certificate of Training) that shows she attended training at Fort Knox, Kentucky from 5 June to 7 August 2009 and successfully completed basic training. 11. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army, including both the DD Form 220 and DD Form 214. Chapter 2 contains guidance on the preparation of separation documents. It shows the source documents for entering information on the separation document will be the Personnel Qualification Record, Officer Record Brief, enlistment/reenlistment documents, personnel finance records, discharge documents, separation orders, military personnel records jacket, or any other document authorized for filing in the OMPF. a. Paragraph 2-9 shows the DD Form 220 will be prepared for a Soldier enlisted under the U.S. Army Reserve Split Training Program and the ARNGUS Alternate Training Program. b. The instructions for completing item 14 of the DD Form 214 state to list formal in-service (full-time attendance) training courses successfully completed during the period of service covered. This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills will not be listed. DISCUSSION AND CONCLUSIONS: 1. The applicant contends that her DD Form 214 should be corrected to show she completed basic training and OCS. 2. Records show the applicant completed basic combat training on 7 August 2009. This training is recorded on the DD Form 220 documenting her IADT and the report is filed in her OMPF. 3. Records show the applicant attended ARNG OCS from 22 January to 19 March 2010 and her OCS diploma is filed in her OMPF documenting this service. 4. Records show the applicant completed AGBOLC on 2 May 2011. 5. The applicant's DD Form 214 for the period 6 February through 2 May 2011 shows in item 14 that she completed AGBOLC. 6. The evidence of record shows only formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 (emphasis added) will be listed in item 14 and that training courses for combat skills will not be listed in item 14 (emphasis added). Thus, the two courses the applicant seeks to have added to her DD Form 214 are not authorized to be entered on the form. 7. Therefore, in view of the foregoing, there is no basis for granting the applicant's request.
