THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant, the widow of a deceased former service member (FSM), requests reconsideration of an earlier request to correct her late husband's DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his social security number (SSN) as "XXX-X4-XXX" instead of "XXX-X5-XXXX." 2. The applicant states the FSM's SSN is incorrect on his DD Form 214. 3. The applicant provides the FSM's Missouri driver license and social security card. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110009722, on 29 November 2011. 2. The applicant provided the FSM's Missouri driver license and social security card which show his SSN as "XXX-X4-XXX." 3. The documentation provided by the applicant is new evidence that will be considered by the Board. 4. The FSM enlisted in the Regular Army (RA) on 7 December 1962 for a period of 3 years. He completed training and he was awarded military occupational specialty 11B (light weapons infantryman). He was honorably released from active duty on 27 October 1965 and transferred to the U.S. Army Reserve Control Group (Reinforcement) to complete his remaining Reserve obligation. 5. Item 32 (Remarks) of his DD Form 214 show his SSN as "XXX-X5-XXXX." 6. The majority of his personnel records show a service number but his DA Form 20 (Enlisted Qualification Record) and DA Form 24 (Service Record) show his SSN as "XXX-X5-XXXX." 7. His records contain a U.S. Army Administration Center (USAAC) Form 170 (Army Reserve Personnel Data Review), dated 1 March 1967, that shows he attempted to have his military records corrected to show his correct SSN. The form further shows the FSM's records were coded on 15 March 1967 to show his correct SSN as "XXX-X4-XXXX." 8. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldier's upon retirement, discharge, or release from active military service or control of the Army. This regulation establishes standardized policy for the preparation of the DD Form 214. At the time of the FMS's separation, the instructions stated to verify the accuracy of the Soldier's service number and SSN with the service number and SSN of record. DISCUSSION AND CONCLUSIONS: 1. The applicant contends the SSN shown on the FSM's DD Form 214 is incorrect and should read "XXX-X4-XXXX." However, the evidence of record shows the SSN of "XXX-X5-XXXX" was used when the FSM enlisted in the RA in 1962 and when he was released from active duty in 1965. 2. Although it appears the FSM tried to correct his SSN in 1967, this was after his release from active duty. 3. For historical purposes, the Army has an interest in maintaining the integrity of its records. The data and information contained in those records should actually reflect the conditions and circumstances that existed at the time the records were created. In the absence of a showing of material error or injustice, there is a reluctance to recommend that those records be changed. Therefore, there is an insufficient basis for amending his SSN on his DD Form 214. 4. The applicant is advised that a copy of this decisional document, which confirms his correct SSN, will be filed in the FSM's Official Military Personnel File (OMPF). This should serve to clarify any questions or confusion in regard to the difference in the SSN recorded in the FSM's military record and to satisfy the applicant's desire to have the FSM's correct SSN documented in his OMPF. 5. In view of the foregoing, there is no basis for granting the applicant's request.
