THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request to correct his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show in block 11 that his primary specialty is “76Y2O” instead of “76Y1O” and in block 16 that he had a General Educational Development (GED) equivalency. 2. The applicant states that he was unaware that he had to provide documentation to support his request. 3. The applicant provides a copy of his diploma for completion of the 76Y2O Primary Technical Course and a copy of his High School Equivalency Certificate issued by the State of Georgia on 26 November 1980. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110015868 on 7 February 2012. 2. The applicant's records show he enlisted in the Regular Army on 10 October 1979 and he held military occupational specialty (MOS) 76Y1O. The highest rank/grade he held was private first class/E-3. 3. On 26 November 1980, the State of Georgia Department of Education issued the applicant a High School Equivalency Certificate. 4. On 19 March 1981 he was issued a diploma for completion of the 76Y2O Unit Supply Specialist Primary Technical Course (PTC) at Fort Lee, Virginia. However, there is no evidence in the available records to show that he was ever awarded MOS 76Y2O, the skill level for personnel serving in the pay grade of E-5. 5. He was discharged from active duty on 16 June 1982 in the rank/grade of private (PVT)/E-1. He completed 2 years, 8 months, and 7 days of creditable active service. 6. Item 11 of his DD Form 214 shows his MOS as "76Y1O." Item 16 of his DD Form 214 shows the "No" block is checked to indicate he is not a high school graduate or equivalent. 7. Army Regulation 611-1 (Military Occupational Classification Structure Development and Implementation) states the first three characters of an MOS identify the MOS and the fourth and fifth characters denote the skill and grade level of the MOS. The number "1" in the fourth digit of the MOS denotes skill level 1 and grade levels PVT/E-1 through specialist/E-4; the number "2" in the fourth character of the MOS denotes skill level 2 and grade level sergeant/E-5. The fifth character may be a letter or a number that reflects an special qualification identifier (SQI) common to a number of positions and MOS's. The letter "O" will always be inserted as the fifth character when a position does not require special qualifications or an individual is not qualified for award of an SQI. DISCUSSION AND CONCLUSIONS: 1. The applicant’s contention that his DD Form 214 should be corrected to show that his primary specialty in block 11 should be changed to reflect “76Y2O” instead of “76Y1O” has been noted and found to lack merit. 2. Although the applicant completed the 76Y2O course, he never advanced beyond the pay grade of E-3 and skill level “2” in a primary specialty is used to denote the rank in which an individual is serving and denoted the pay grade of E-5, a pay grade he never attained. Accordingly, there is no basis to grant that portion of his request. 3. However, he has provided a GED Certificate and thus is entitled to have his DD Form 214 corrected to reflect a “Yes” in block 16 instead of a “No.” BOARD VOTE: ________ ________ ________ GRANT FULL RELIEF ____x___ ____x___ ____x___ GRANT PARTIAL RELIEF ________ ________ ________ GRANT FORMAL HEARING ________ ________ ________ DENY APPLICATION BOARD DETERMINATION/RECOMMENDATION: 1. The Board determined that the evidence presented was sufficient to warrant partial amendment of the ABCMR’s decision in Docket Number AR20110015868, dated 7 February 2012. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the “NO” entry in block 16 of his DD Form 214 and replacing it with a “YES” entry. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
