Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his military records to show his social security number (SSN) as "xxx-xx-x2xx" instead of "xxx-xx-x4xx." 2. The applicant states: * his SSN is "xxx-xx-x2xx" * his SSN has been incorrect on his military records since his initial enlistment in 1987 3. The applicant provides: * DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 30 November 2012 * Letter, dated 12 December 2012, from the Social Security Administration * Photo copy of his Department of Defense issued Military Common Access Card and Texas driver license CONSIDERATION OF EVIDENCE: 1. The applicant's U.S. Army Reserve (USAR) enlistment document, dated 13 November 1987, shows his SSN as "xxx-xx-x4xx." He enlisted in the Regular Army on 27 July 1988 and remained on active duty until 18 April 1995. 2. His DD Form 214 for the period ending 18 April 1995 shows his SSN as "xxx-xx-x4xx." 3. He enlisted in the Army National Guard (ARNG) on 19 April 1995. On 29 November 2012, he was discharged from the ARNG and placed in the Retired Reserve effective 30 November 2012. 4. His DD Form 214 for the period ending 30 November 2012 shows his SSN as "xxx-xx-x4xx." 5. All of his service personnel records show his SSN as "xxx-xx-x4xx." 6. He provides documentation, dated 12 December 2012, from the Social Security Administration in El Paso, TX which shows his SSN as "xxx-xx-x2xx." 7. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. In pertinent part it states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge. DISCUSSION AND CONCLUSIONS: 1. The applicant contends the SSN shown on his military records is incorrect and has been since 1987. However, the evidence of record shows the SSN "xxx-xx-x4xx" was used exclusively when he enlisted in the USAR in 1987, during his service in the RA and ARNG, and when he was placed in the Retired Reserve in 2012. 2. For historical purposes, the Army has an interest in maintaining the integrity of its records. The data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. In the absence of a showing of material error or injustice, there is a reluctance to recommend that those records be changed. While it is understandable the applicant desires to now record the requested SSN in his military records, there is not a sufficiently compelling reason for compromising the integrity of the Army’s records at this late date. 3. The applicant is advised that a copy of this decisional document will be filed in his Army Military Human Resource Record (AMHRR), formerly known as the Official Military Personnel File. This should serve to clarify any questions or confusion in regard to the difference in the SSN recorded in his military record and to satisfy his desire to have his requested SSN documented in his AMHRR. 4. In view of the foregoing, there is no basis for granting the applicant's request.
