THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that she be paid Board Certification Pay (BCP) for the period 16 August to 4 October 2012.

2.  The applicant states, in effect, that she completed her board certification on 16 August 2012 but the results were not received until 4 October 2012 by regular mail.  She applied for her BCP and it was approved effective 4 October 2012; however, it should have been paid retroactively to the date she completed her board certification (16 August 2012).  Since the board certification was received after the fiscal year changed, her pay was started effective 4 October 2012.  She is owed BCP from 16 August to 4 October 2012 and was informed that only the Board could approve her request.

3.  The applicant provides a copy of her board certification and a memorandum, subject:  Request for Medical Additional Special Pay.

CONSIDERATION OF EVIDENCE:

1.  The applicant was commissioned as a Medical Corps captain on 9 June 2009 with a concurrent call to active duty.  She was transferred to Tripler Army Medical Center in Hawaii to undergo her residency training.  In 2012, she was transferred to Walter Reed National Military Medical Center.

2.  The applicant took her Internal Medicine Certification Examination on           16 August 2012 and the results were released on 4 October 2012.  As she has stated, her pay was started on 4 October 2012.
3.  In the processing of this case, a staff advisory opinion was obtained from the Office of the Surgeon General which opines that the applicant is eligible to receive BCP for the 49-day period of 20120816 – 20121003.  The advisory opinion was provided to the applicant for comment and to date no response has been received. 

DISCUSSION AND CONCLUSIONS:

1.  The applicant completed her board certification examination on 16 August 2012 and was entitled to BCP effective that date.  However, because the results were not released until 4 October 2012, her BCP was started on that date.  

2.  Therefore, as a matter of equity, the applicant should be paid BCP for the period of 16 August to 3 October 2012.  She has stated that he pay was started on 4 October 2012.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing the applicant applied for and was approved to receive BCP for the period of 16 August to 3 October 2012.
