THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests revocation and removal of the orders awarding him the Army Good Conduct Medal (9th Award)) from his Army Military Human Resource Record (AMHRR). 2. The applicant states the S-1 Noncommissioned Officer incorrectly issued the orders awarding him the Army Good Conduct Medal (9th Award). He only has 24 years of active service and the 9th award would be for 27 years of active service. 3. The applicant provides: * a self-authored letter, dated 14 May 2013 * Orders 119-1, issued by Headquarters, 555th Engineer Brigade, Afghanistan, dated 29 April 2013 * Enlisted Record Brief (ERB), dated 14 May 2013 CONSIDERATION OF EVIDENCE: 1. On 29 March 1989, the applicant enlisted in the Regular Army. 2. He continuously served through reenlistments and remains on active duty. 3. His interactive Personnel Electronic Records Management System (iPERMS) file in the AMHRR contains Orders 119-1, dated 29 April 2013, that show he was awarded the Army Good Conduct Medal (9th Award) for the period 27 February 2010 to 27 February 2013. 4. His iPERMS file also contains Orders 127-7, dated 7 May 2013, that awarded him the Army Good Conduct Medal (8th Award) for the period 29 March 2010 to 28 March 2013. 5. Army Regulation 600-8-22 (Military Awards) states the Army Good conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity during a qualifying period of active duty enlisted service. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of Federal military service. 6. Army Regulation 600-8-104 (Army Military Human Resource Records Management) prescribes what forms and documents are to be filed in the AMHRR and where they are to be filed. It further provides that once filed such documents become a permanent part of the AMHRR and may only be removed by one of several agencies, one of which is the Army Board for Correction of Military Records (ABCMR). DISCUSSION AND CONCLUSIONS: 1. The applicant enlisted in the Regular Army on 29 March 1989. Based on his record he would have been eligible for the Army Good Conduct Medal (8th Award) for the period 29 March 2010 through 28 March 2013. 2. Orders 119-1 awarded him the Army Good Conduct Medal (9th Award). This was an administrative error and the orders hold no historical value in documenting the applicant's military career. As such, it would be appropriate to revoke these orders, remove them from his AMHRR, and not to file the revocation orders in his AMHRR. 3. Orders Number 127-7 awarded him the Army Good Conduct Medal (8th Award) for the period 29 March 2010 through 28 March 2013. These orders appear to be correct as published; therefore, they should be retained in his AMHRR. 4. In view of the foregoing, the applicant's records should be corrected as recommended below.
