DFAS records show the applicant served in Kuwait from 1 January 2009 to 30 November 2009; however, his NCOER and certificate of award show he served in Iraq during this period. 2. When Soldiers deploy to Iraq their pay is processed through a finance office located in Kuwait. As a result, DFAS records frequently show Kuwait as the location the foreign service was conducted. However, the applicant’s records clearly show he served in Iraq. Therefore, he is entitled to correction of his DD Form 214 to show he served in Iraq from 1 January 2009 to 30 November 2009. 3. As a related issue, the evidence of record shows he participated in three campaigns while serving in Iraq. Therefore, he is entitled to correction of his DD Form 214 to show three campaign stars affixed to his previously-awarded Iraq Campaign Medal. 4. The evidence of record shows he attended and completed PLDC, BNCOC, and ANCOC; therefore, he is entitled to correction of his DD Form 214 to add the NCO professional Development Ribbon with Numeral 3.
