THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect his awards of the Parachutist Badge and Australian Parachute Badge and his completion of the S-V80A and S-V90-A courses. 2. The applicant states that his DD Form 214 does not reflect his awards of the Parachutist Badge and Australian Parachute Badge and his completion of the S-V80A and S-V90-A courses. 3. The applicant provides orders awarding him the Parachutist Badge, authorization to wear the Australian Parachute Badge and course completion certificates for the S-V80A and S-V90-A courses and airborne training. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 30 June 2000. He completed his training as an imagery analyst and remained on active duty through a series of continuous reenlistments and was promoted to the pay grade of E-6 on 1 April 2005. 2. He served tours in Afghanistan during the periods of 20030107 – 20030911 and 20050510 – 20060314 and tours in Iraq during the periods of 20040109 – 20040505 and 20070610 – 20080713. 3. On 18 April 2011 he was honorably discharged due to completion of required service. He had served 10 years, 9 months and 19 days of active service and his DD Form 214 issued at the time of his discharge shows that he was awarded the Afghanistan Campaign Medal with campaign star, Army Commendation Medal (3rd Award), Army Achievement Medal (3rd Award), Valorous Unit Award, Army Good Conduct Medal (3rd Award), National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Iraq Campaign Medal with campaign star, Noncommissioned Officer Professional Development Ribbon, Army Service Ribbon and Overseas Service Ribbon. 4. The documents provided by the applicant show that he was awarded the Parachutist Badge and was granted authorization to wear the Australian Parachutist Badge. Additionally, he completed the S-V80-A Combat Survival Course of 19 days (3 weeks) in 2009 and the S-V90-A Water Survival Training Course of 2 days in 2009 and Airborne Training of 3 weeks in 2001. 5. Army Regulation 635-5 states to list in-service training courses; title, number of weeks year successfully completed during this period of service; e.g., medical, dental, electronics, supply, administration, personnel, or heavy equipment operations. Only formal courses that are 40 hours or more (1 week) in duration will be entered on the DD Form 214. 6. Army Regulation 600-8-22 (Military Awards) states the Overseas Service Ribbon is awarded for successful completion of overseas tours. Numerals are used to denote the second and subsequent awards of the Overseas Service Ribbon. According to the Awards Branch at the U.S. Army Human Resources Command, Iraq and Afghanistan are considered isolated areas where tour lengths have not been established by the Department of Defense. Soldiers who serve 11 cumulative months in a 24-month period or 9 months continuous in Iraq or Afghanistan get credit for a completed short tour. DISCUSSION AND CONCLUSIONS: 1. The applicant was awarded the Parachutist Badge and the Australian Parachutist Badge and is entitled to have those badges added to his DD Form 214. 2. The applicant completed Airborne Training of 3 weeks in 2001 and the S-V80-A Combat Survival Course of 19 days (3 weeks) in 2009 and is entitled to have those courses added to his DD Form 214. 3. The applicant also completed the S-V90-A Water Survival Training Course of 2 days in 2009; however, because the course is not at least 40 hours in duration (1 week) it may not be entered on the DD Form 214. 4. The applicant’s DD Form 214 shows he is authorized one Overseas Service Ribbon. He is authorized three (two 9-month or longer tours in Iraq/Afghanistan and two tours of a greater-than-11 cumulative months in a 24-month period in Iraq/Afghanistan) Overseas Service Ribbons. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: * Deleting award of the Overseas Service Ribbon from his DD Form 214 * Adding the awards of the Parachutist Badge, the Australian Parachute Badge, and Overseas Service Ribbon (3d Award) to his DD Form 214 * Adding the Airborne Course of 3 weeks in 2001 and the S-V80-A Combat Survival Course of 3 weeks in 2009 to item 14 of his DD Form 214 2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.
