IN THE CASE OF: BOARD DATE: 5 September 2013 DOCKET NUMBER: AR20130014116 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of the Standard Form 86 (Questionnaire for National Security Positions) Preaccession Interview/Preenlistment Interview (PAIPEI) from his Army Military Human Resource Record (AMHRR) in the interactive Personnel Electronic Records Management System (iPERMS). 2. The applicant states the Standard Form 86 PAIPEI is a "classified" document and should only be stored in the Office of Personnel Management Federal Investigative Services database. 3. The applicant provides an electronic mail response from a member of the U.S. Army Human Resources Command instructing the applicant to contact the Army Review Boards Agency. CONSIDERATION OF EVIDENCE: 1. The available records show the applicant is currently serving in the rank of sergeant as a member of the Puerto Rico Army National Guard assigned to the 225th Military Police Company. 2. His AMHRR contains a Standard Form 86 PAIPEI among numerous other documents. 3. The applicant provides no evidence to support his contention that the Standard Form 86 PAIPEI is a classified document which should only be stored in the Office of Personnel Management Federal Investigative Services database. 4. Army Regulation 600-8-104 (Army Military Human Resource Records Management) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the AMHRR (formerly known as the Official Military Personnel File). Only documents pertaining to a Soldier's military career and listed in appendix B (Documents Authorized for Filing in the AMHRR and/or iPERMS) will be filed in the AMHRR. The AMHRR is reflective of an individual Soldier's record and is stored in iPERMS. Appendix B is the source for documents authorized for filing in the AMHRR and its subsequent folders. 5. Table B-1 (Authorized Documents) of appendix B lists the documents authorized for inclusion in the AMHRR. The Standard Form 86 PAIPEI is listed as an authorized document for placement in the AMHRR service folder. DISCUSSION AND CONCLUSIONS: 1. The applicant provides no evidence to support his contention that the Standard Form 86 PAIPEI is a classified document which should only be stored in the Office of Personnel Management Federal Investigative Services database. 2. The governing regulation clearly states the Standard Form 86 PAIPEI is authorized for placement in the applicant's AMHRR service folder and a review of his records shows the form is properly filed. 3. In view of the foregoing, the applicant's request should be denied.
