THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of an earlier request to add the Presidential Unit Citation (PUC) to his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 27 May 1986. 2. The applicant states, in effect: a. The U.S. Military Assistance Command, Vietnam, Studies and Observation Group (MACVSOG) was composed of small units with specialized functions. The Special Operations Augmentation (SOA) were direct ground agents that were composed of a Command and Control North, Command and Control Central, and Command and Control South. b. He was assigned to the SOA. 3. The applicant provides: * Orders for the PUC; Army Commendation Medal with "V" Device (First Oak Leaf Cluster); Staff Service Medal, Second Class; Bronze Star Medal; Bronze Star Medal (Third Oak Leaf Cluster); and Air Medal * Authorization for Individual Foreign Award CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120018872 on 30 May 2013. 2. The applicant provides orders, dated 10 September 1970, for the Army Commendation Medal with "V" Device (First Oak Leaf Cluster) that show he was assigned to SOA, 5th Special Forces Group (Airborne), 1st Special Forces on 24 June 1970. 3. He also provides orders, dated 8 June 2001, which show the MACVSOG which included the SOA, Command and Control North, 5th Special Forces Group, in Danang, Republic of Vietnam was cited for the PUC for actions during the period 1 January 1968 to 31 December 1971. 4. The above orders are new evidence that will be considered by the Board. 5. The applicant enlisted in the Regular Army on 14 February 1966. He served in Vietnam from 24 September 1968 to 10 July 1969 and from 20 October 1969 to 20 December 1970. On 13 August 1974, he was honorably discharged from the Army in the rank/grade of staff sergeant. His DD Form 214 (Report of Separation from Active Duty) does not show the PUC as an authorized award. 6. On 22 February 1978, he was appointed as a Reserve commissioned officer of the Army, in the rank/grade of second lieutenant. On 14 July 1978, he entered active duty. On 27 May 1986, he was honorably retired from the Army, in the rank/grade of captain by reason of permanent disability. His DD Form 214 for the period ending 27 May 1986 does not show the PUC as an authorized award. DISCUSSION AND CONCLUSIONS: The applicant's Vietnam unit was cited for award of the PUC while he was assigned to the unit. Therefore, his DD Form 214 for the period ending 27 May 1986 should be corrected to show this unit award.
