THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, retroactive payment of Board Certification Pay (BCP) for the period 1 January 2011 to 13 August 2013. His BCP was incorrectly recorded as expiring on 31 December 2010. 2. The applicant states his board certification has never expired. The appropriate paperwork has been submitted at each duty station but not processed. He was advised by the Office of the Surgeon General (OTSG) to petition the ABCMR for retroactive payment of the BCP. 3. The applicant provides copies of: * Board Certification Letters, dated 27 January 2011, 20 September 2011, and 14 August 2013 * 15 August 2013 Board Certification Letter REPRINT * 14 August 2013 Email notes, Subject: Board Certification CONSIDERATION OF EVIDENCE: 1. At the time of his application, the applicant was serving on active duty as a physician, board certified in Obstetrics and Gynecology. 2. In support of his request he provides copies of: a. Letters showing he maintained board certification annually from 2010 through 2014. b. Email notes between written between him and OTSG showing: (1) He stopped receiving BCP in December 2012. (2) OTSG received BCP certification letters to restart his BCP beginning on 1 January 2011, but they are only authorized to begin his BCP payment effective 13 August 2013. (3) The applicant was advised to petition the ABCMR for the retroactive BCP for the period 1 January 2011 to 13 August 2013. DISCUSSION AND CONCLUSIONS: 1. OTSG email notes and his board certification letters clearly show the applicant was fully qualified and eligible for payment of BCP during the period requested. Accordingly, he should be paid. 2. In view of the foregoing, the applicant's request should be granted.
