Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty), ending on 12 March 1996, to show completion of the Ranger Course. 2. The applicant states he was recently looking over his DD Form 214, specifically his enlisted time, and noticed his Ranger School attendance was missing. He would like his DD Form 214 to be amended or adjusted to show this course. The error/oversight was made when he went from an enlisted status to an officer (flight school). He should have brought this error to the attention of the clerk at the time but he did not catch the error during out/in processing. He was young and excited to start flight school. He also had an opportunity to correct the error when he retired but did not realize the error as he was focused on his time served as an officer and pilot. 3. The applicant provides a DD Form 2586 (Verification of Military Experience and Training). CONSIDERATION OF EVIDENCE: 1. The applicant's records show he enlisted in the Regular Army on 19 August 1986 and he was trained in and held military occupational specialty (MOS) 11B (Infantryman). 2. He served through multiple reenlistments in a variety of stateside or overseas assignments and he attained the rank/grade of staff sergeant (SSG)/E-6. He was honorably discharged from active duty on 12 March 1996 to accept an appointment as a warrant officer of the Army. 3. His DD Form 214 for this period of service shows he held MOS 11B3PF7, wherein: * the 3 indicates his skill level of staff sergeant * the P indicates the Airborne special qualification identifier (SQI) * the F7 indicates the Pathfinder additional skill identifier (ASI) 4. Item 14 (Military Education) lists multiple training courses, including the Basic Airborne Course, Air Assault Course, Pathfinder Course, and Battle Staff Course, but not the Ranger Course. 5. He provides a DD Form 2586, dated 19 August 2013, which shows he held the "G (Ranger)" SQI from June 1994 to January 1996 and from September 1991 to March 1992. 6. There is no evidence in his records such as a DA Form 1059 (Service School Academic Evaluation Report), certificate of training, certificate of completion, or other document that shows he completed the Ranger Course. 7. His Noncommissioned Officer Evaluation Reports between June 1990 and November 1995 show he was assigned to various infantry units in MOS 11B. He was neither assigned to a Ranger unit nor to a position coded with SQI "G." 8. On 30 April 2014, by email, an official at the Airborne Ranger Training Brigade, Fort Benning, GA, advised that the applicant did not graduate from Ranger School. He reported to Class 7-91 but he did not successfully complete the course. 9. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide the individual with documentary evidence of his or her military service. The DD Form 214 is a summary of a Soldier's most recent period of continuous active service. Chapter 2 states item 14 shows formal courses completed during the period covered by the DD Form 214. This information is to assist the Soldier in job placement and counseling; therefore, do not list training for combat skills. DISCUSSION AND CONCLUSIONS: The applicant's records do not contain and he did not provide sufficient documentary evidence to confirm his attendance and/or successful completion of the Ranger Course. Further, training for combat skills is not entered on the DD Form 214. As such, there is insufficient evidence to add this training course to his DD Form 214.
