THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, retroactive payment of Board Certification Pay (BCP) for the period 8 June 2007 to 30 September 2012. 2. The applicant states she made numerous requests for BCP but it was never paid. She has been board certified since 2007. 3. The applicant provides copies of: * BCP/Diplomate Payment Request, dated 8 October 2013 * An email, BCP Payment, dated 8 October 2013 * A memorandum, Documentation Verification, dated 30 September 2013 * American Board of Medical Specialties, dated 28 September 2011 * Certification and Status Verification System Search, dated 26 September 2010 * Certificate, American Board of Psychiatry and Neurology, for the period June 2007 through December 2017 CONSIDERATION OF EVIDENCE: 1. At the time of her application, the applicant was serving on active duty as a physician, board certified in Psychiatry and Neurology. 2. In the processing of this case a staff advisory opinion was obtained from the Chief, Special Pay Branch, Office of the Surgeon General (OTSG). a. The OTSG stated that requests for BCP are initiated by the officer through their supporting Human Resource Office. A review of the applicant's supporting documentation and available finance data indicates her BCP payments were initiated effective 1 October 2012 with an expiration of 31 December 2017. The applicant did not receive BCP for the period 8 June 2007 through 30 September 2012. b. The advisory official opined that the applicant was eligible to receive BCP for the period 8 June 2007 through 30 September 2012. Utilizing a Health Professions Pay Entry Date (HPPED) or finance MS-Pay-Date of 4 June 1999 for the correct pay rate level, the retroactive payment for this total period of 5 years and 4 months is approximately $28,166.67 prior to taxes, the exact amount to be determined by the Defense Finance and Accounting Service, Indianapolis (DFAS-IN). 3. On 17 December 2013, a copy of the advisory opinion was forwarded to the applicant for her information and/or possible rebuttal. No response has been received. DISCUSSION AND CONCLUSIONS: 1. The opinion rendered by the OTSG clearly states that the applicant was fully qualified and eligible for the BCP during the period requested. Accordingly, she should be paid. 2. In view of the foregoing, the applicant's request should be granted.
