THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests payment of Foreign Language Proficiency Bonus (FLPB).

2.  The applicant states that: 

	a.  In 2009 he received a score on the Russian Defense Language Proficiency Test (DLPT) which qualified him to receive FLPB.  He was assessed into a career field which was authorized for such payment (Foreign Area Officer) on 1 May 2009.  He should have been paid FLPB at the payment list "A" rate effective 19 May 2009.  Finance instructed him to contact the "Army Board of Corrections" for payment since more than twelve months had expired since the test results were issued.

	b.  He has a DA Form 330 (Language Proficiency Questionnaire) for test results in the Russian language from the period in question indicating that he scored at a level necessary to receive FLPB.  He has a memorandum indicating he was assessed into a career field authorized for FLPB.  He did not receive payment orders at that time authorizing FLPB.

3.  The applicant provides:

DA Form 330, dated 19 May 2009
* U.S. Army Human Resources Command letter, dated 1 May 2009

CONSIDERATION OF EVIDENCE:

1.  The applicant is a Regular Army Major. 

2.  In the processing of this case an advisory opinion was obtained on 6 February 2014 from the Office of the Deputy Chief of Staff, G-1.  The advisory official recommended approval of the applicant's request.  He stated that had proper orders been issued the applicant was authorized FLPB from 19 May 2009 to 
18 May 2010 at the rate of $300 per month.  He further recommended the Board correct the applicant's record to show the proper orders were issued to authorize the applicant FLPB for the period in question.

3.  On 25 February 2014, a copy of the advisory opinion was sent to the applicant for his information and opportunity to submit a rebuttal statement.  A response was not received. 

DISCUSSION AND CONCLUSIONS:

The evidence shows that the applicant was authorized FLPB for the period 
19 May 2009 to 10 May 2010 at the rate of $300.00 per month.  Therefore, he is entitled to correction of his records to show he is authorized the FLPP.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all 

Department of the Army records of the individual concerned be corrected by showing the applicant was authorized Foreign Language Proficiency Bonus at the rate of $300.00 per month from 19 May 2009 to 18 May 2010.
