THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of Army Board for Correction of Military Records (ABCMR) Docket Number AR20130001943, dated 24 September 2013 in paragraph 4 (Consideration of Evidence) to show: * He sustained a bullet wound from an AK-47 in his left arm and a bullet graze wound to his left side * He was in the hospital in Japan for months 2. The applicant states, in effect, he does not have a problem with the disposition of his case in ABCMR Docket Number AR20130001943, with regard to the awards he requested. He does take issue with paragraph 4 of the Record of Proceedings (ROP). This paragraph insinuates he only received fragment wounds, which is untrue. He was also wounded by an AK-47 round that went through his arm and blew away the vein. He did not spend one day in the hospital in Japan. He spent several months there. During his hospitalization in Japan he underwent at least two surgeries and had to have a vein taken from his leg and grafted into his injured arm. 3. The applicant provides page 2 of ABCMR Docket Number AR20130001943, dated 24 September 2013. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 8 November 1965. He held military occupational specialty 67N (Single Rotor Turbine Helicopter Mechanic) and attained the rank/grade of specialist four/E-4. 2. Items 31 (Foreign Service), 38 (Record of assignments), and 40 (Wounds) of his DA Form 20 (Enlisted Qualification Record) show: a. He was assigned to Germany from 22 April 1966 to 28 October 1966. He was subsequently assigned to Vietnam from 12 December 1966 to 20 July 1967 and served with Headquarters and Headquarters Company (HHC), 2nd Brigade, 1st Cavalry Division from 17 December 1966 to 6 January 1967 and HHC, 15th Medical Battalion, 1st Cavalry Division from 7 January 1967 to 20 June 1967. b. After receiving fragment wounds to the left shoulder and arm on 19 June 1967, he was assigned to the 249th General Hospital, Japan, in a patient status from 23 June 1967 to 21 July 1967. He was subsequently assigned to the U.S. Army Hospital, Fort Gordon, GA in a patient status from 24 July 1967 to 15 November 1967. c. He was released from a patient status on 15 November 1967. After his release from the patient status/hospital he was returned to duty and assigned to Fort Stewart, GA on or around 3 January 1968. 3. Special Orders Number 155, issued by Headquarters, 249th General Hospital, Japan, on 20 July 1967 show he was moved from the 249th General Hospital to a hospital within the Continental United States (CONUS) to receive further medical treatment on 21 July 1967. His report date to the CONUS-based hospital was listed as 24 July 1967. 4. Special Orders Number 221, issued by Headquarters, U.S. Army Hospital, Specialized Treatment Center, Fort Gordon, GA, on 8 November 1967 shows he was reassigned to Fort Stewart, GA. His proceed date (date he was scheduled to depart the hospital) was listed as 15 November 1967 and his report date was listed as 16 December 1967. 5. His record does not contain a Western Union telegram to his family describing his wounds or any medical documentation describing his wounds with respect to what caused his wounds or the nature (location, type, severity) of his wounds. 6. He was honorably released from active duty on 7 November 1968. His DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) shows he completed 3 years of net active service, of which 1 year, 1 month, and 16 days were credited as foreign service. 7. ABCMR Docket Number AR20130001943, dated 24 September 2013, paragraph 4 states: On 19 June 1967, he sustained fragmentation wounds to his left shoulder and arm and was awarded the Purple Heart in General Orders Number 127 issued by Headquarters, 67th Evacuation Hospital, dated 20 June 1967. He was evacuated to a hospital in Japan on 23 June 1967 and on to the hospital at Fort Gordon, Georgia, on 24 June 1967. DISCUSSION AND CONCLUSIONS: 1. The applicant contends ABCMR Docket Number AR20130001943, paragraph 4 (Consideration of Evidence) should be amended to show he sustained fragment wounds to his left shoulder and arm, a bullet wound from an AK-47 in his left arm, and a bullet graze wound to his left side. 2. He did not provide nor did his record contain any evidence to show he received a bullet wound from an AK-47 to his arm or a graze wound to his side. The only mention of his wound was listed in item 40 of his DA Form 20, which simply states he received fragment wounds to the left shoulder and arm on 19 June 1967. As such there is insufficient evidence to amend the previous ROP to add any additional wounds. 3. The previous ROP does incorrectly show in paragraph 4 that he moved "to the hospital at Fort Gordon, GA, on 24 June 1967." The evidence of record clearly shows he was moved to the hospital at Fort Gordon, on 24 July 1967. Therefore, this ROP should be placed in his record to clarify and correct the administrative error listed in ABCMR Docket Number AR20130001943, paragraph 4. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.
