THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show: * his tour of duty in Korea from 7 November 2010 to 6 November 2011 * award of the Overseas Service Ribbon, "Korean Service Ribbon" (correctly known as the Korea Defense Service Medal), and "Driver's Badge" (correctly known as the Driver and Mechanic Badge) 2. He states it resulted from an administrative error. 3. He provides: * DD Form 214 * Orders 285-30, dated 12 October 2010 * Orders 241-1008, dated 29 August 2011 * Standard Form (SF) 600 (Chronological Record of Medical Care), dated 27 April 2011 * Memorandum for Record (MFR), Subject: Certificate of Achievement Request, dated 20 September 2011 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 12 April 2010. He completed initial entry training and was awarded military occupational specialty (MOS) 91H (Track Vehicle Repairer). 2. Section IX (Assignment Information) of his Enlisted Record Brief shows he performed duties as a track vehicle mechanic while assigned to Company E Forward Support, 302nd Brigade Support Battalion in Korea from 8 November 2010 to a date in November 2011. He was reassigned to the continental United States (CONUS) on 23 November 2011. 3. His service record does not contain orders for award of the Driver and Mechanic Badge. 4. He provided the following documents: a. Orders 285-30, dated 12 October 2010, published by the U.S. Army Garrison, Aberdeen Proving Ground, MD, showing he was assigned to Camp Casey, Korea with a reporting date of 7 November 2010. b. SF 600, dated 27 April 2011, showing he was evaluated at the U.S. Army Health Clinic in Camp Casey, Korea on 24 November 2010. c. Orders 241-1008, dated 29 August 2011, published by the Installation Management Command (IMA)-Korea, Military Personnel Division, showing he was reassigned on permanent change of station to Fort Stewart, GA with a reporting date of 10 December 2011. d. MFR, Subject: Certificate of Request, dated 20 September 2011, showing his unit, Company E, 302nd Brigade Support Battalion in Korea, submitted a request for a Battalion Certificate of Achievement to be awarded to him for his duty performance as a track vehicle mechanic. 5. He was medically discharged on 27 January 2013. His DD Form 214 does not show award of the Overseas Service Ribbon, Korea Defense Service Medal or Driver and Mechanic Badge. 6. Item 12f (Foreign Service) of his DD Form 214 does not show he was credited with any foreign service during this period. 7. The Defense Finance and Accounting Service (DFAS) confirmed the applicant received Cost of Living Allowance (COLA) for Korea from 28 October 2010 through 24 October 2011 (a period of 11 months and 27 days). 8. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for preparation of the DD Form 214. It states for item 12f, enter the total amount of foreign service completed during the period covered by the DD Form 214. 9. Army Regulation 600-8-22 (Military Awards) states the Overseas Service Ribbon is awarded for successful completion of overseas tours. 10. Army Regulation 600-8-22 states the Korea Defense Service Medal is authorized for award to members of the Armed Forces of the United States who have served on active duty in support of the defense of the Republic of Korea. The period of eligibility is 28 July 1954 to a date to be determined by the Secretary of Defense. 11. Army Regulation 600-8-22 provides for award of the Driver and Mechanic Badge. Component bars are authorized only for the following types of vehicles and/or qualifications: * Driver-W (for wheeled vehicles) * Driver-T (for tracked vehicles) * Driver-M (for motorcycles) * Driver-A (for amphibious vehicles) * Mechanic (for automotive or allied vehicles) * Operator-S (for special mechanical equipment) 12. Army Regulation 600-8-22 states the eligibility requirements for drivers require that a Soldier must: a. qualify for and possess a current Optional Form (OF) 346 (U.S. Government Motor Vehicles Operator’s Identification Card), issued as prescribed by Army Regulation 600-55 (The Army Driver and Operator Standardization program (Selection, Training, Testing, and Licensing)); b. be assigned duties and responsibilities as a driver or assistant driver of government vehicles for a minimum of 12 consecutive months or during at least 8,000 miles with no government motor vehicle accident or traffic violation recorded on his or her DA Form 348-1-R (Equipment Operator’s Qualification Record (Except Aircraft); and c. perform satisfactorily for a minimum period of 1 year as an active qualified driver instructor or motor vehicle driver examiner. 13. Army Regulation 600-8-22 states the eligibility requirements for mechanics require that a Soldier must: a. pass aptitude tests and complete the standard mechanic’s course with a “skilled” rating or have demonstrated possession of sufficient previous experience as an automotive or engineer equipment mechanic to justify such a rating; b. be assigned to primary duty as an automotive or engineer mechanic, unit level or higher, or is an active automotive or engineer mechanic instructor; or c. if required to drive an Army motor vehicle in connection with automotive mechanic or automotive mechanic instructor duties, qualify for a motor vehicle operators permit as prescribed above and perform duty which includes driving motor vehicles for a minimum of 6 consecutive months and have no Army motor vehicle accident or traffic violation recorded on his or her DA Form 348 (Equipment Operator’s Qualification Record (Except Aircraft)). DISCUSSION AND CONCLUSIONS: 1. The applicant's military pay records show he received COLA for the period 28 October 2010 through 24 October 2011 for service in Korea, which is a period of 11 months and 27 days. Therefore, item 12f of his DD Form 214 should be amended to reflect 11 months and 27 days of foreign service. 2. Based on his service in Korea, he is eligible for award of the Overseas Service Ribbon and the Korea Defense Service Medal and correction of his DD Form 214 to show these awards. 3. The available evidence shows he completed training as a track vehicle repairer and was awarded MOS 91H. Since he performed duties as a track vehicle mechanic during his assignment in Korea, it is accepted that he is eligible for award of the Driver and Mechanic Badge and correction of his DD Form 214 to show this badge. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending: a. item 12f of his DD Form 214 to show 11 months and 27 days of foreign service; b. his DD Form 214 to add award of the Overseas Service Ribbon, Korea Defense Service Medal, and Driver and Mechanic Badge; and c. item 18 of his DD Form 214 to show the entry "Service in Korea from 28 October 2010 to 24 October 2011. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
