THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request for correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show: a. he completed Unit Administration training in Germany in December 1967; and b. was awarded the Expert Marksmanship Qualification Badge with Rifle Bar (M-14). 2. The applicant states he qualified as an expert with the M-14 in basic training and as a marksman on the M-2 machine gun, M-60 machine gun, M-79 grenade launcher, and pistol. He never requalified (emphasis added) on the M-14 or ever fired the M-16. 3. The applicant provides no documentation not previously provided or reviewed. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130009122, on 6 February 2014. 2. The applicant was inducted into the Army of the United States on 24 July 1967, completed training, and was awarded military occupational specialty (MOS) 11B (Light Weapons Infantryman) and later MOS 72B (Communications Center Specialist). 3. Headquarters, U.S. Army Training Center, Infantry, Fort Benning, GA Special Orders Number 210, dated 6 September 1967, shows he was awarded the Expert Marksmanship Qualification Badge with Rifle Bar (M-14). 4. Headquarters 1st Advanced Individual Training Brigade, U.S. Army Training Center Infantry, Fort Dix, NJ, Special Orders Number 221, dated 25 October 1967, shows the applicant qualified as a marksman with the M-14A2 rifle. 5. Headquarters, 2nd Armored Cavalry Special Orders Number 269, dated 4 November 1968, shows the applicant, a specialist five, was awarded the Marksman Marksmanship Qualification Badge with Rifle Bar on the M-14 with a score of 326. 6. The DA Form 20 (Enlisted Qualification Record) shows at: a. item 27 (Military Education), he completed the – * 3-week Armored Personnel Carrier Drivers Course in 1968 * 3-week Cryptographic Operator Course in 1968 * 8-week Light Weapons Infantryman Course in 1968 b. item 29 (Qualification in Arms), he qualified as marksman with the M-14 rifle on 28 October 1968 with a score of 326; and c. item 41 (Awards and Decorations) award of the – * National Defense Service Medal * Marksman Marksmanship Qualification Badge with Rifle Bar (M-14) in accordance with Special Orders Number 269 on 4 November 1968 d, There is a faint residual of an erased pencil notation for award of the Expert Marksmanship Qualification Badge with Rifle Bar (M-14) by Headquarters, Fort Benning, GA. The date and orders number are not legible. 7. The available record contains no evidence of any marksmanship qualification badges other than noted above, or attendance at a Unit Administration class. 8. Army Regulation 635-5 (Separation Documents) at the time prescribed the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214 and states the entries at block 14 (Military Education) are the formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. 9. Army Regulation 600-8-22 (Military Awards) sets forth requirements for award of basic marksmanship qualification badges. An award for previous marksmanship weapons qualification is revoked automatically whenever an individual, upon completion of firing a record course for which the previous award was made, has not attained the same qualification. DISCUSSION AND CONCLUSIONS: 1. Although the applicant contends he did not retest (qualify) on the M-14 rifle following his initial qualification as an expert in basic training, the record contains two sets of orders from two different commands showing he did retest but qualified only at the marksman marksmanship level. 2. The applicant has not provided and the record does not contain any documentation to show he attended a formal in-service (full-time attendance) training course for Unit Administration. 3. The applicant has failed to provide any new evidence or argument warranting a change in the prior decisional document; therefore, no additional correction to his DD Form 214 would be appropriate.
