DISCUSSION AND CONCLUSIONS: The evidence of record shows the applicant’s record was considered by an SSB under the criteria for the FY 2013 LTC, AR AGR, PSB. As a result, his effective date and DOR for LTC could not be earlier than 20 September 2013, the date the results of the FY 2013 LTC, AR AGR, PSB were approved. There is no evidence his effective date and DOR for LTC are in error or unjust. Therefore, the applicant is not entitled to adjustment of his LTC DOR.
