Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests retroactive payment of Board Certification Pay (BCP) for the period 1 July 2012 to 1 April 2013. 2. The applicant states that he became certified for BCP effective 1 July 2012, but he did not receive BCP until 2 April 2013. He has been advised to petition the Board for retroactive BCP for the period 1 July 2012 to 1 April 2013. 3. The applicant provides copies of his: a. 1 April 2014 American Board of Family Medicine, Inc., letter showing he became board certified in Family Medicine on 1 July 2012; and b. orders showing he was to be assigned to Fort Carson, Colorado, 20 September 2012. CONSIDERATION OF EVIDENCE: 1. The applicant is a Regular Army Medical Corps captain. 2. In the processing of this case, an advisory opinion was obtained from the Chief, Army Medical Department (AMEDD), Special Pay Branch. The opining official recommended, in effect, approval of the applicant's request and stated: a. The applicant has been receiving BCP since 2 April 2013. b. Had the applicant submitted his credentials through his command he would have been eligible to receive BCP for the missing 9-month period of 1 July 2012 to 1 April 2013. The retroactive payment for this total period is approximately $3,000 prior to withholding tax. Exact payment would be determined by the Defense Finance and Accounting Service-Indianapolis (DFAS-IN). 3. A copy of the advisory opinion was sent to the applicant for his information and comments. A response was not received. DISCUSSION AND CONCLUSIONS: The available evidence shows the applicant is fully qualified and eligible for retroactive payment of BCP during the period requested. Accordingly, he should be paid.
