THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his earlier request for award of the Bronze Star Medal. 2. The applicant states, in effect, he believes the Bronze Star Medal and some additional unit citations were not placed on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) at the time of his discharge. 3. The applicant provides: * General Orders Number 3719 * 2 DD Forms 214 * DD Form 215 (Correction to DD Form 214) * a letter * Army Board for Correction of Military Records (ABCMR) Record of Proceedings CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20130003252 on 10 October 2013. 2. The applicant enlisted in the Regular Army on 23 May 1966. On 1 May 1967, he was honorably discharged to accept a commission as an officer in the Army. The DD Form 214 he was issued shows he was awarded or authorized the: * National Defense Service Medal * Army Good Conduct Medal (1st Award) * Expert Marksmanship Qualification Badge with Machine Gun Bar (M-60) * Marksman Marksmanship Qualification Badge with Rifle Bars (M-14) and (M14-E2) 3. The applicant was ordered to active duty on 2 May 1967. Evidence shows he served in the Republic of Vietnam for the period 23 August 1968 to 16 August 1969, with the 155th Aviation Company (Assault Helicopter). 4. His records contain Special Orders Number 132, issued by Headquarters, U.S. Army Primary Helicopter Center/School and Fort Wolters, Fort Wolters, TX, dated 9 June 1970, which show he was awarded the Expert Marksmanship Qualification Badge with Pistol Bar (.45 Caliber). 5. On 31 July 1971, the applicant was honorably released from active duty and transferred to the U.S. Army Reserve Control Group (Reinforcement). The DD Form 214 he was issued shows he was awarded or authorized the: * National Defense Service Medal * Army Good Conduct Medal (1st Award) * Army Aviator Badge * Vietnam Service Medal * Republic of Vietnam Campaign Medal with Device "1960" * 2 Overseas Service Bars * Distinguished Flying Cross * Air Medal 6. His record contains a DD Form 215, dated 23 December 2013, which shows he was awarded or authorized the Republic of Vietnam Gallantry Cross with Palm Unit Citation and the Vietnam Service Medal with four bronze service stars. 7. The applicant provides General Orders Number 3719, issued by Headquarters, 1st Aviation Brigade, dated 2 August 1969, which shows he was awarded the Bronze Star Medal for meritorious service in connection with military operations against a hostile force for the period August 1968 to August 1969. 8. Army Regulation 600-8-22 (Military Awards) prescribes Army policy, criteria, and administrative instructions concerning individual and unit military awards. The regulation states The Bronze Star Medal is awarded in time of war for heroism and for meritorious achievement or service, not involving participation in aerial flight, in connection with military operations against an armed enemy, or while engaged in military operations involving conflict with an opposing armed force in which the United States is not a belligerent party. As with all personal decorations, formal recommendations, approval through the chain of command, and announcement in orders are required. 9. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) lists the awards received by units serving in the Republic of Vietnam. A review of this pamphlet did not show during the period in which the applicant was assigned to the 155th Aviation Company (Assault Helicopter) that his unit was cited for any awards in addition to those shown on his DD Form 215, dated 23 December 2013. DISCUSSION AND CONCLUSIONS: 1. The applicant has provided General orders that confirm he was awarded the Bronze Star Medal during his service in Vietnam. Therefore, it would be appropriate to correct his DD Form 214 to show this award. 2. Special orders contained in the applicant's official military record award him the Expert Marksmanship Qualification Badge with Pistol Bar (.45 Caliber). Therefore, it would be appropriate to correct his DD Form 214 to show this badge. 3. A review of the applicable pamphlet failed to show the applicant was entitled to any additional unit awards other than those previously listed on his DD Form 215, dated 23 December 2013. The Board determined that the evidence presented was sufficient to warrant a partial amendment of the ABCMR's decision in Docket Number AR20130003252, dated 10 October 2013. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Bronze Star Medal and the Expert Marksmanship Qualification Badge with Pistol Bar (.45 Caliber) to his DD Form 214 for the period ending 31 July 1971. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
