IN THE CASE OF: BOARD DATE: 12 November 2015 DOCKET NUMBER: AR20150004667 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD form 214 (Certificate of Release or Discharge from Active Duty) to show – * his grade/rank as specialist four (SP4)/E-4 * all his authorized awards * his service in his U.S. Army Reserve (USAR) unit 2. The applicant states his DD Form 214 should be updated in accordance with his request. 3. The applicant provides copies of – * His DD Form 214 * USAR SP4 promotion orders effective 25 September 1984 * Honorable Discharge Certificate, dated 16 September 1988 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the USAR on 17 September 1982. He held military occupational specialty 11H (Heavy Anti Armor Weapons Crewman). 2. His DD Form 214 shows he entered active duty on 15 October 1982 and was released from active duty training on 4 February 1983. He had completed 3 months and 20 days of net active service this period. The separation authority shows, in part, self-terminating orders, dated 17 September 1982. The reason for his release is shown as completion of a period of active duty training. The DD Form 214 shows his rank as private/E-1 and his awards are shown as the Army Service Ribbon, Sharpshooter Marksmanship Qualification Badge with Rifle and Tow Gunner Bars, and the Marksman Marksmanship Qualification Badge with Grenade Bar. 3. Orders D-09-070211, USAR Personnel Center, dated 14 September 1988, show he was discharged from the USAR on 16 September 1988. 4. The applicant provides copies of orders showing he was promoted to SP4 effective 25 September 1984, and an Honorable Discharge Certificate showing he was discharged effective 16 September 1988. 5. A review of the applicant's records failed to show he performed any additional period of active duty or that he was authorized any additional awards. 6. Army Regulation 635-5 (Separation Documents), in effect at the time, provides detailed instructions for completing separation documents, including the DD Form 214. It states the DD Form 214 is a summary of a Soldier's most recent period of continuous active duty service. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge. DISCUSSION AND CONCLUSIONS: 1. The applicant served on active duty from 14 October 1982 to 4 February 1983. 2. The DD Form 214 reflects his situation as of the date he was released from active duty and it is not meant to be a summary of his entire service. A DD Form 214 does not reflect promotions, service, or awards that post-date the separation date on the form. 3. He was promoted to SP4 after his separation from active duty and there is no record he was authorized any additional awards while on active duty.. 4. In view of the above, his request should be denied.
