THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his previous request that the Presidential Unit Citation (Army) and other awards received by Headquarters and Headquarters Company (HHC), 2nd Brigade, 9th Infantry Division be added to his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) with an effective date of 1 June 1970. 2. The applicant states Army Board for Correction of Military Records (ABCMR) Docket Number AR20140006701, dated 7 January 2015, only lists his service with the 9th Administration Company in the Republic of Vietnam. He was actually reassigned to HHC, 2nd Brigade as a postal field agent with the 9th Infantry (Mobil Riverine Force). The ABCMR Docket Number AR20140006701 stated there were various awards for Soldiers assigned or attached to the HHC of each brigade. He was assigned to HHC, 2nd Brigade, 9th Infantry Division and is entitled to the other "various awards" that other 2nd Brigade Soldiers received. 3. The applicant provides: * a DA Form 1341 (Allotment Authorization), dated 14 July 69 * four photographs * copies of five envelopes * two copies of "return to sender" tags * ABCMR Docket Number AR20140006701, dated 7 January 2015 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20140006701, on 7 January 2015. 2. On 30 August 1967, he enlisted in the Regular Army for 3 years. 3. He served in the Republic of Vietnam from 4 September 1968 - 18 July 1969. Headquarters, U.S. Army Vietnam Transient Detachment Special Orders 251, dated 7 September 1968, further assigned him to the 9th Administration Company. 4. Headquarters, 9th Infantry Division issued the following orders concerning the applicant and identified him as being assigned to the 9th Administration Company: * Special Orders (SO) Number 259, dated 15 September 1968, assigned the applicant to the 9th Administration Company * SO Number 326, dated 21 November 1968, promoted him to specialist four effective 1 November 1968 * SO Number 82, dated 23 March 1969, promoted him to specialist five effective 1 March 1969 * General Orders Number 4238, dated 9 April 1969, awarded him the Army Commendation Medal for meritorious service in the Republic of Vietnam from 1 October to 31 December 1968 * SO Number 190, dated 9 July 1969, released the applicant from the 9th Administration Company and assigned him to HHC, 2nd Brigade with a report date of 14 July 1969 5. Item 38 (Record of Assignments) of his DA Form 20 (Enlisted Qualification Record) shows he was assigned to the: * 9th Administration Company, 9th Infantry Division from 14 September 1968 - 13 July 1969 * HHC, 2nd Brigade, 9th Infantry Division from 14 July - 18 July 1969 6. On 1 June 1970, he was released from active duty. His DD Form 214 shows he was awarded or is authorized the: * National Defense Service Medal * Vietnam Service Medal * Republic of Vietnam Campaign Medal with Device (1960) * Army Commendation Medal 7. A DD Form 215 (Correction to DD Form 214), dated 19 February 2015, deleted the Vietnam Service Medal and added the: * Army Good Conduct Medal * Vietnam Service Medal with four bronze service stars * Sharpshooter Marksmanship Qualification Badge with Rifle Bar * Republic of Vietnam Gallantry Cross with Palm Unit Citation * Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation 8. Department of the Army General Order (DAGO) 45, dated 16 July 1969, awarded the Presidential Unit Citation (Army) to the 2nd Brigade, 9th Infantry Division for the period 29 January - 4 March 1968. The HHC, 2nd Brigade is shown as an assigned unit included in this award. 9. DAGO 59, dated 25 September 1969, awarded the Republic of Vietnam Gallantry Cross with Palm Unit Citation for the period January 1969 - June 1969 and the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation for the period 19 December 1966 - 28 June 1969 to the 9th Infantry Division and its assigned and attached units. The units listed included: * HHC, 2nd Brigade * 9th Administration Company DISCUSSION AND CONCLUSIONS: 1. DAGO 45, dated 16 July 1969, awarded the Presidential Unit Citation (Army) to HHC, 2nd Brigade for the period 29 January - 4 March 1968. He did not arrive in the Republic of Vietnam until 4 September 1968. According to orders and the applicant's DA Form 20, he was not assigned to the HHC, 2nd Brigade until 14 July 1969. 2. The 9th Administration Company and the HHC, 2nd Brigade, are included in DAGO 59, dated 25 September 1969, for the same periods for the awards of the Republic of Vietnam Gallantry Cross with Palm Unit Citation and Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation. He was not assigned to the HHC, 2nd Brigade during the periods of the awards. However, if the applicant was assigned to the HHC, 2nd Brigade on an earlier date, there would only be an entitlement to one award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation and the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation. 3. ABCMR Docket Number AR20140006701, dated 7 January 2015, added the Republic of Vietnam Gallantry Cross with Palm Unit Citation and the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation to his DD Form 214 based on his assignment to the 9th Administration Company.
