THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of a Cameron University transcript from his Army Military Human Resource Record (AMHRR) (currently known as the Official Military Personnel File (OMPF)). 2. The applicant states the transcript is incomplete and does not match the two associate degrees he completed which are reflected on his Officer Record Brief. 3. The applicant provides a copy of the Cameron University transcript showing an admission date of 29 February 1990. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Army National Guard on 5 February 1992. On 12 October 1994, he was honorably discharged from the Army National Guard for the purpose of enlistment in the Regular Army (RA) on 13 October 1994. 2. While serving as an enlisted Soldier in the RA, he was promoted to sergeant/E-5 effective 7 November 1997 and to staff sergeant/E-6 effective 1 January 2002. 3. On 22 September 2005, he was appointed as a warrant officer one and continues to serve in the RA, currently in the rank of chief warrant officer three. 4. A review of the applicant's military records reveals he submitted multiple transcripts throughout his military career for filing in his OMPF. The performance folder of his OMPF contains the following transcripts: * Cameron University, 95 credit hours, effective February 1990 * Departamento de Educacion Instituto Technologico de Puerto Rico Recinto de Ponce, Associate Degree in Electronic Engineering, effective 6 June 2004 * Calhoun Community College, Associate Degree in Applied Science, effective 3 February 2011 * Columbia College, 62 credit hours, effective 15 June 2011 5. Cameron University is listed as an accredited university in the Department of Education Database of Accredited Postsecondary Institutions and Programs found online at http://ope.ed.gov/accreditation. 6. Army Regulation 600-8-104 (AMHRR Management) governs the composition of the OMPF. It states that all enlisted Soldiers' transcripts of credit from civilian colleges, universities, trade schools, or business schools are filed in the performance section in the OMPF. For officers, only the transcripts that award a degree are filed. Transcripts must be from an accredited college or university as verified by the Department of Education to be filed in the OMPF. Once placed in the OMPF, the document becomes a permanent part of that file. The document will not be removed from or moved to another part of the OMPF unless directed by certain agencies, to include this Board. DISCUSSION AND CONCLUSIONS: 1. Cameron University is an accredited university according to the Department of Education Database of Accredited Postsecondary Institutions and Programs. The applicant submitted his transcript from this institution for filing in his OMPF while serving as an enlisted Soldier and it was appropriately filed in his performance folder. 2. Records indicate the applicant was promoted to the ranks of sergeant and staff sergeant with this transcript in his official record, the credits of which, it is reasonable to presume, were used as civilian education points when computing his promotion points worksheets at the time. 3. For historical purposes, the Army has an interest in maintaining integrity of its records. The data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. Based on the fact that this transcript was in his OMPF when his file was reviewed for two enlisted promotions, there is an insufficiently compelling reason for compromising the integrity of the Army's records. 4. Therefore, there is an insufficient basis for granting the applicant's request.
