THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests item 7a (Place of Entry into Active Duty) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) with a separation date of 30 September 2014 be changed to show El Paso, TX. 2. The applicant states he graduated from The Citadel, Charleston, SC, on 11 May 1985. His entry location was Fort Bliss, El Paso, TX, where he reported to the Officer Basic Course in May 1985. 3. The applicant provides: * retirement orders * DD Form 214 * college transcripts * DA Form 1059 (Service School Academic Evaluation Report) CONSIDERATION OF EVIDENCE: 1. Headquarters (HQ), First Reserve Officers' Training Corps (ROTC) Region, Fort Bragg, NC, Orders 85-7-A-730, dated 7 May 1985, addressed to the applicant at The Citadel, Charleston, SC, stated the applicant had been tendered an appointment in the Regular Army of the United States and was authorized to execute the oath of office pertaining to that appointment. He was ordered to active duty on the date he executed the oath of office. 2. A DA Form 71 (Oath of Office - Military Personnel) shows the applicant executed the oath of office as an officer in the Regular Army in the grade of second lieutenant on 11 May 1985 at Charleston, SC. 3. On 30 September 2014, he was retired and placed on the Retired List the following day. a. HQ, U.S. Army Garrison, Fort Carson, Fort Carson, CO, Orders 016-0041, dated 16 January 2014, show he was ordered to active duty (OAD) from Charleston, NC. b. Item 7a of his DD Form 214 contains the entry "Charleston, North Carolina." 4. Army Regulation 635-8 (Separation Processing and Documents) establishes the standardized policy for preparing and distributing the DD Form 214. A Soldier's initial enlistment contract or order to active duty is the source document for the data in item 7a of the DD Form 214. Officers enter active duty in accordance with their initial order to active duty. The city and state is entered in item 7a of the DD Form 214. DISCUSSION AND CONCLUSIONS: 1. HQ, First ROTC Region Orders 85-7-A-730 stated the applicant was tendered an appointment in the Regular Army and was ordered to active duty on the date he executed the oath of office. He executed the oath of office on 11 May 1985 at Charleston, SC. He entered active duty at Charleston, SC, not El Paso, TX, as he contends. 2. Evidence shows that the applicant’s records contain administrative error which does not require action by the Board. Therefore, administrative correction of the applicant’s records will be accomplished by the Army Review Boards Agency (ARBA) Case Management Division (CMD) as outlined by the Board in paragraph 2 of the BOARD DETERMINATION/RECOMMENDATION section below. The Board determined that administrative error in the records of the individual should be corrected.
