Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of a duplicate course completion certificate filed in his Official Military Personnel File (OMPF) on the interactive Personnel Electronic Records Management System (iPERMS). 2. The applicant states: a. Duplicate course completion documents are filed in his OMPF. He attended the Bus Drivers Training Course from 14 August 2014 to 18 July 2014. He attended the Field Sanitation Course from 21 July 2014 to 25 July 2014. The Master Driver originally annotated the wrong dates on the DA Form 87 (Certificate of Training) and later corrected it. b. He tried to resolve the problem through the U.S. Army Human Resources Command (HRC) but was informed that since the two certificates have different completion dates he had to go through the Army Board for Correction of Military Records (ABCMR) to correct the error. 3. The applicant provides the three certificates of training and a self-authored statement. CONSIDERATION OF EVIDENCE: 1. The applicant is a Regular Army staff sergeant who initially enlisted in the Regular Army on 6 March 2002 and subsequently executed several reenlistments. His records show that he holds military occupational specialty 68P (Radiology Specialist) and that he was promoted through the ranks to staff sergeant on 1 March 2009. 2. His OMPF contains and he provides two certificates certifying he completed 40 hours of training and completed the Bus Drivers Training Course. 3. One of the certificates shows the course dates 14 July 2014 to 18 July 2014 and the other shows the course dates 21 July 2014 to 25 July 2014. 4. His OMPF contains and he provides a Certificate of Training showing he attended the Field Sanitation Certification Course from 21 July 2014 to 25 July 2014. 5. Army Regulation 600-8-104 (Army Military Human Resource Records Management (AMHRR)) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the AMHRR, which includes the OMPF. The AMHRR Management Program is an essential military personnel information management program responsible for the archiving and storage of data, information, and documents authorized for filing in the OMPF. Personnel information and documents that comprise the AMHRR are processed into iPERMS for storage and future use. DISCUSSION AND CONCLUSIONS: 1. The purpose of maintaining the OMPF is to protect the interests of both the U.S. Army and the Soldier. In this regard, the OMPF serves to maintain an unbroken, historical record of a Soldier's service, conduct, duty performance, and evaluation periods and any corrections to other parts of the OMPF. 2. The evidence shows the applicant was issued two certificates for the same training course, with different course dates. A Certificate of Training shows he was attending another course during the period of one of the duplicate certificates. 3. The existence of these two certificates is a detractor that stands out as soon as his records are reviewed and may give the appearance that he is neglecting to review his official records. 4. The duplicate certificate should be removed from his OMPF in iPERMS. Further, extra measures should be taken to ensure the two certificates he provides with his application are not filed in iPERMS.
