Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant reconsideration of his earlier request to correct his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show an already-awarded Army Commendation Medal. 2. The applicant states, in effect: * the Board's initial decision was based on the fact his available military service record was void of any information about his Army Commendation Medal; he provides a photocopy of the award certificate * the award was given for his active service, but he did not receive it until after his release from active duty; his spouse, who was still on active duty at the time, brought it home 3. The applicant provides an Army Commendation Medal Certificate. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140016066, dated 21 April 2014. 2. The applicant provides a copy of an award certificate which was not previously considered. This is new evidence that warrants consideration by the Board. 3. The applicant enlisted in the Regular Army on 27 July 1976. 4. His available military service record is void of any documents indicating he was recommended for or awarded the Army Commendation Medal. 5. He was released from active duty on 25 January 1980. His DD Form 214 does not list the Army Commendation Medal. 6. The applicant provides a photocopy of an Army Commendation Medal award certificate which he has had notarized. a. It shows he received this award for meritorious service performed from 3 January 1977 through 25 January 1980 while serving as Motor Sergeant in a battalion. The date of the award is 20 February 1980. b. The lower left corner shows only part of the authorizing official's signature. No other information in this section is available for view. c. In a telephone call to the applicant, the analyst of record asked if the applicant had orders for the Army Commendation Medal. He stated he did not. REFERENCES: Army Regulation 600-8-22 (Military Awards) prescribes policies and procedures for military awards. a. The Army Commendation Medal may be awarded to any member of the Armed Forces of the United States who, while serving in any capacity with the Army after 6 December 1941, distinguishes himself or herself by heroism, meritorious achievement, or meritorious service. As with all personal decorations, formal recommendations, approval through the chain of command, and announcement in orders are required. b. The current version of the regulation requires the Permanent Orders (PO) announcing awards to be annotated on the lower left corner of an award certificate. This was not required until 1990, when an interim change to Army Regulation 672-5-1 (Military Awards), the regulation which preceded Army Regulation 600-8-22, was published. DISCUSSION: The applicant requests an already-awarded Army Commendation Medal be added to his DD Form 214 for the period ending 25 January 1980. In support of his request he provides a copy of an Army Commendation Medal award certificate showing the applicant's name, unit, and a citation. The certificate is dated 20 February 1980. Unfortunately, it does not show a PO Number for orders which would have been prepared for the award, as this was not required when the certificate was issued. Additionally, the applicant does not provide PO showing the award of the Army Commendation Medal.
