THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) by showing he was deployed in support of Operation Enduring Freedom (OEF). 2. The applicant states, in effect, the OEF designation on the DD Form 214 will allow him to seek assistance or services that are known, or to be determined by the Department of Veterans Affairs (VA), private, public or similar agencies that would provide services based on an OEF designation. The DD Form 214 is the desired proof of one’s service participation and specific campaigns. An incorrect DD Form 214 can cause a delay and may keep him from receiving services or benefits as an OEF veteran. 3. The applicant provides copies of: * DD Form 214 (Member Copy 4) with DD Form 214C (Continuation Sheet) * Orders 095-77, U.S. Army Garrison (USAG) Grafenwoehr, dated 5 April 2010 CONSIDERATION OF EVIDENCE: 1. On 3 June 2008, the applicant enlisted in the Regular Army. He completed training as a signal support systems specialist. 2. On or about 30 December 2008, the applicant was assigned to the 615th Military Police Company, in the Federal Republic of Germany. 3. Orders 095-77, USAG Grafenwoehr, dated 5 April 2010, as provided by the applicant, indicate he was ordered to deploy with his unit to Afghanistan in support of OEF for a period not to exceed 365 days. 4. The applicant’s Enlisted Record Brief (ERB) shows he was deployed in Afghanistan from 23 May 2010 to 20 May 2011. 5. On 15 May 2015, the applicant was released from active duty due to completion of required active service. 6. The applicant’s DD Form 214, item 18 (Remarks) shows “Service in Afghanistan 20100523 – 20110520.” REFERENCES: Army Regulation 635-8 (Separation Processing and Documents) provides detailed instructions for completing separation documents, including the DD Form 214. a. It provides that the DD Form 214 is a summary of a Soldier's most recent period of continuous active service. It provides a brief, clear-cut record of active service at the time of release from active duty, retirement, or discharge. b. For Reserve Component Soldiers ordered to active duty, participating in or supporting a contingency operation, and deployment to a foreign country, enter the following three statements in Item 18: * ORDERED TO ACTIVE DUTY IN SUPPORT OF (OPERATION NAME) PER USC (applicable section) * SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates) * SOLDIER HAS/HAS NOT COMPLETED PERIOD FOR WHICH ORDERED TO ACTIVE DUTY FOR PURPOSE OF POST-SERVICE BENEFITS AND ENTITLEMENTS c. For active duty Soldiers deployed with their unit during their continuous period of active service, enter only the second statement shown above. DISCUSSION: 1. The applicant contends that his DD Form 214 should be corrected by showing he was deployed in support of OEF. 2. The governing regulation provides that the name of a deployment operation is to be entered in the Remarks section of the DD Form 214 for Reserve Component Soldiers. It further stipulates that active duty Soldiers who are deployed with the unit during a period of continuous active service will only have the country name and dates of deployment entered. It does not authorize an entry showing the name of the operation. 3.
